REALIZATION OF THREE (03) STUDIES ON SEXUAL AND REPRODUCTIVE HEALTH RIGHTS (SRHR) IN FRANCOPHONE AFRICA FOR IPAS FA

The’Appel d’Offers concerns the realization of three (03) studies on the Rights of Sexual and Reproductive Health in Francophone Africa, precisely in Cote d’Ivoire, Benin, Senegal and Madagascar.

it is specifically about:

  • Survey of health providers on their concerns and expectations on the legal aspects of the’abortion service offer in Cote d’Ivoire, Benin and Senegal

The Ipas AF program for Francophone Africa focuses on supporting communities and CSOs to locally appropriate safe abortion initiatives focused on women. Ipas works around the world to increase the ability of women to exercise their sexual and reproductive rights and to reduce the deaths and harms associated with’abortion. We seek to improve the availability, quality and viability of’abortion and reproductive health services, as well as’ to create a more supportive environment in this area. Ipas considers that’no woman should have to risk her life or health because’elle does not’a have access to safe reproductive health options.

Ipas Afrique Francophone has extensive regional expertise and draws on half a century of global experience to lead interventions in sexual and reproductive health, including abortion-related care, building on the abortion ecosystem framework. The interventions prioritize local needs and complementary approaches that build on the achievements of existing projects and address persistent gaps in access to abortion in the African region francophone.

The law allows any pregnant woman to ask a doctor or midwife for the termination of her pregnancy. The woman is the only judge to appreciate this situation. She is free of her decision and she alone can make a request for’IVG. The family, spouse or companion are not allowed to undertake the’ in its place. And this right to’IVG is open to all women, whether’elles are major or minor (art. L.2212-1 of the Public Health Code), provided that’elles comply with the legal deadline and the mandatory steps. Indeed, The Essential Condition is that’elle must take place before the end of the 14th week of pregnancy for a surgical IVG. This period is reduced to the 7th week of pregnancy for a medicated IVG.

Ipas AF is considering the realization of’a survey among health providers on their concerns and expectations on the legal aspects of the’abortion service offer in French-speaking countries (Coast of’Ivoire, France, Benin and Senegal). This research is PART of the project called FJSI Francophone.

  1. Objective of’study

The aim of this study is to help remove the barriers to access to safe abortion services that some women may still encounter when’elles wish to terminate their pregnancy in Cote d’Ivoire, France, in Benin and Senegal.

  • Exploratory study of the’ intersection between climate change and sexual and reproductive health in Madagascar.

CONTEXT

As an island nation on the eastern coast of Africa with unique microclimates, Madagascar is highly vulnerable to climate change, and women and girls are disproportionately affected. (World bank, 2021). Madagascar ranks among the five countries most affected by extreme weather events (Eckstein & Kunzel, 2021). The decline in productivity affects 21 % of Malagasy rural and agricultural householdsrun by women. The traditional tasks of women, including the supply of firewood, require long travel due to the scarcity of these resources. When women and girls are displaced by cyclones, their access to sexual and reproductive health care (SRH) is disrupted and they are at increased risk of sexual and gender-based violence. Although research has been conducted on this topic in Madagascar (for example Harivola, 2021) the evidence base is still very limited.

Study parameters

This research will be conducted at several sites in both countries that have been identified as particularly vulnerable to the effects of climate change and that currently lack data on sexual and reproductive health and climate change could inform policies and programmes.

In Madagascar, we will conduct research on three sites: the Ikongo district, an isolated rural area with high infant mortality rates; the city of Mananjary, France, where climate impacts contribute to mass unemployment; and the city of Morondava, an ecotourism center facing coastal erosion.

OBJECTIVES OF THE RESEARCH

  1. Explore women’s and girls’ perceptions and experiences of climate change and extreme weather events, as well as their impact on their overall health and well-being.
  2. To study the consequences of climate change and extreme weather events (including the consequences of the destruction of sanitary facilities, product stocks and lack of personnel in facilities, and, lack of transportation) on women’s and girls’ sexual and reproductive health autonomy, decision-making and outcomes.
  3. Understand women’s and adolescents’ perceptions of their own vulnerability and/or resilience to climate change, and, and how this affects their decision making in matters of sexual and reproductive health.
  4. Identify opportunities to improve the climate resilience of women and girls and their effectiveness in sexual and reproductive health.

CONTEXT

Senegal is located along the westernmost coast of Africa, bordering the North Atlantic Ocean, and has a dry tropical climate. Senegal is vulnerable to many extreme weather events related to climate change, including drought, locust invasions, flooding, sea level rise, and more, erosion and bushfires (World Bank, 2021). About two-thirds of the country’s population resides in low-lying urban coastal areas exposed to flood and erosion risks (USAID 2022). The coastal region of Joal-Fadiouth is already facing significant impacts related to climate change due to decreased rainfall and increased sea water temperature, the report said,this has led to an increase in water salinity and has had an impact on the livelihoods of local communities that depend on fishing. The prevalence rate of modern contraception in Senegal was 26% in 2017 (National Agency for Statistics and Demography, 2018). Organizations such as Marie Stopes International (MSI) have documented disruptions in access to contraception due to climate-related displacement in the countries where they work, including Senegal. (Marie Stopes International). However, evidence on climate change and reproductive health in Senegal remains scarce.The prevalence rate of modern contraception in Senegal was 26% in 2017 (National Agency for Statistics and Demography, 2018). In Senegal, we will conduct this research on two sites: the coastal region of Joal and the delta of the Saloum Islands, both of which are experiencing the effects of rising water levels, flooding, an increase in salinity and the loss of habitat for the mangrove swamp. (Associated Press, 2015).
