Background

Under the authority and supervision of the Head of Office of UNODC Mauritania, the National Program Officer ( ONP ) will have to provide administrative and programmatic support to the UN project on « Promotion of inclusive cross-border governance and strengthening of the resilience of populations in to mitigate security risks in the border areas of Mauritania and Senegal ». The National Program Officer will work in collaboration with operations, programs, administrative, national authorities, and other partners to exchange information and ensure consistent and quality service delivery.

Duties and Responsibilities

Provide support for the management of ongoing projects

  •  Support for administrative and logistical services
  •  Support for the implementation of the project
  •  Support for coordination with other colleagues working on the project
  •  Support for the drafting of documents relating to the project
  •  Support for development and knowledge sharing
  •  Any other task assigned by the supervisor
  •  Ensure that support is provided for the management of the activities of the current project by emphasizing the achievement of the following results :
  •  Contribute to the development of the work plan ;
  •  Help organize logistics, prepare the program and coordinate with stakeholders to organize activities as needed ;
  •  Assist in the minutes for project meetings and in the drafting of research reports and other documents if necessary ;
  •  Help coordinate the planned events of the project ;

2. Ensure effective administrative and logistical services with a focus on achieving the following results :

  •  Contacts with project partners and staff, organization of meetings and meetings as an interpreter if necessary and / or by taking notes ;
  •  Compilation and preparation of information and presentation documents, speeches, general information and documentation for meetings and missions ;
  •  Maintenance of project records / documents / files effectively ;
  •  Take care of assigned correspondence and other administrative tasks, including the creation of electronic requests ;
  •  Organization of travel and hotel reservations, preparation of travel authorizations, processing of visa applications, identity cards and other documents ;
  •  Administrative support for conferences, workshops, pensions ;
  •  Support to ensure compliance with participant empowerment procedures in accordance with donor requirements ;
  •  Transport arrangement, vehicle maintenance and insurance monitoring ;
  •  Assistance in the proper control of supporting documents for payments and financial reports ;
  •  Verification of related forms provided by partners before submitting them to the financial assistant for verification ;
  •  Correct acceptance of goods and services ;
  •  Preparation of routine correspondence, faxes, memoranda and reports to partners ;
  •  Extraction, entry, copy and classification of data from the various sources requested ;
  •  Maintenance of an appropriate classification system for financial files which guarantee the securing of confidential documents ;
  •  Assistance in the organization, execution and coordination of logistical needs by establishing a calendar of events, a program calendar and a checklist of events successfully held ;
  •  Monitoring and management of office supplies, including maintenance of the stationery stock as required by staff and keeping a journal for distributed equipment ;
  •  Extraction of data from different sources ;
  •  Monitoring of deadlines, commitments, actions carried out and coordination of the collection and submission of reports to the head of unit ;
  •  Assistance in preparing the budget, provision of information for the audit.

3. Provide support for office maintenance and asset management with a focus on achieving the following results :

  •  Serve as a focal point in the monitoring of asset management files ;
  •  Management of files and files relating to office maintenance ;
  •  Support for the maintenance of common premises and services.

4. Support the strengthening and sharing of knowledge within the project by emphasizing the achievement of the following results :

  •  Participation in training for program operations and staff ;
  •  Strong contributions to knowledge networks and community practices ;

Required Skills and Experience

  •  Be a university degree in law, sociology, political science, management ( of project ) or international relations or any other similar field.
  •  Having at least 2 years of experience in the field of project formulation, management and monitoring / evaluation is required.
  •  Experience in crime prevention and criminal justice is required.
  •  Professional experience in Africa or in an Arabic-speaking country is an advantage.
  •  Experience working with the United Nations or a similar international organization is an advantage.
  •  Mastery in the use of computers and office software ( Microsoft Word, Excel, etc. ). Experience in the management of United Nations systems is an asset.
  •  Language Requirements: The working languages of the United Nations Secretariat are English and French.

For this position, a perfect command of French is required. That is to say oral and written control is required.

  •  A good understanding of English and Arabic is an important asset.
  •  Notions of another language spoken in Mauritania is an advantage.
