OVERVIEW OF THE FUNCTIONS OF THE POST

The Global partnership for Education (GPE) system capacity grant (SCG) is one of the GPE’s country – level grants designed to help strengthen countries capacity to transform their education systems, designed as part of the GPE’s 2021 – 25 strategic plan. Following the political shift in Afghanistan in August 2021, the Afghanistan Education Development Partners Group (Ed-DPG) and the Education Cluster facilitated the development of the Afghanistan Education Sector Transitional Framework (AESTF) to foster a clear operational framework to guide education programming and funding decisions for a transitional period of two years until December 2023. In February 2022, Global Partnership for Education acknowledged that the fragile and conflict-affected states principles were invoked. Taking cognizance of the ever-evolving context in Afghanistan and the absence of a recognized government, the SCG specifically supports capacity strengthening to the sector situation analysis with gender and equity lenses, educational planning review, sector coordination, and monitoring and evaluation of the AESTF. UNESCO is seeking to hire Coordination Officer to oversee the coordination roles of the project in collaboration with the implementing partners and donors .

Main duties and responsibilities

Under the overall supervision of the Head of Education UNESCO Office in Kabul, the coordination officer is responsible for supporting the enhancement of UNESCO’s position in the education interagency coordination mechanisms (Education Development Partners Group (Ed-DPG) Education Strategic Thematic Working Group (ESTWG) and the Education Cluster) bridging the gap between humanitarian and basic human needs nexus: Long Description

  •  Following up on coordination among local and global stakeholders on the implementation of the Afghanistan Education Sector Transitional Framework
  •  Support the Head of Education in the development and the planning and implementation of Education Unit’s reprogramming of existing programmes/projects, resource mobilization and partnership development
  •  Participating in and contributing to UNESCO Education in Emergencies internal coordination with the Headquarters, Asia-Pacific Regional Bureau, and other UNESCO entities
  •  Contributing to the successful implementation of GPE Systems Capacity Grant (SCG), Education Sector Program Implementation Grant (ESPIG) and other bilateral and multilateral donor funded projects under AESTF through actively participating in the planning, reviewing, and monitoring of the projects
  •  Contributing to the successful implementation of UNESCO education projects through resource mobilization and partnership development in close collaboration with different project leads
  •  Coordinating and facilitating UNESCO Kabul office intersectoral and or joint work planning and reporting
  •  Organizing and coordinating monthly and quarterly coordination meetings with GPE partners and donors
  •  Facilitating AESTF Partners capacity building initiatives and support and mentor Assistant Coordination officer, regional coordinators on coordination
  •  Supporting the finalization of SCG narrative and financial reports
  •  Support UNESCO to fulfill its role in the UN coordination mechanisms, ensuring linkages with the humanitarian and basic human needs nexus.

REQUIREMENTS

Education

  •  Masters University degree or equivalent in development studies, education, development economics and related fields.

Work experience

  •  At least 7 years of relevant work experience in coordination, education programming and other related fields.
  •  Previous experience in an educational organization is an added value.
  •  A deep understanding of development work, particularly of capacity development in education.
  •  Work experience with the UN is an added advantage.

Languages

  •  Excellent command in English.

Required Skills

  •  Excellent skills in education programming, development of operation plan, setting up indicators for monitoring the implementation and provision of up-to-date project report.
  •  Excellent strategic, analytical and communications skills.
  •  Proven expertise in communication, public awareness, advocacy, reporting, and donor communication.
  •  Ability to interact with partners at various professional levels and diverse backgrounds.
  •  Excellent coordination and networking skills.
  •  Excellent computer skills.
