Multisectoral Project Manager Cameroon At Norwegian Refugee Council


Context

Cameroon faces three conflict-related humanitarian crises, as well as the side effects of pandemics and epidemics such as cholera that have further exacerbated the needs in the country. The incursions of non-state armed groups into the Lake Chad basin forced 136,210 Nigerians to seek refuge in Cameroon and 385,372 individuals to move around the country, in urgent need of humanitarian assistance. Cameroon’s eastern’ region is still home to more than 315,747 refugees from the Central African Republic and the North-West South-West region is plagued by unprecedented violence resulted in the displacement of 714,159 Anglophone Cameroonians.

The Norwegian council for refugees (NRC) has been operational in Cameroon since April 2017 and currently has five offices: Maroua and Kousseri in the Far North, Buea in the Southwest, etc, Bamenda in the North-West and Batouri in the East.

To provide assistance to those affected by these three crises, the NRC is implementing 11 projects covering the three crises.

At the far North’ level, the NRC provides integrated multisectoral assistance, covering emergency needs through its Skills Corps including: Education/Protection, ICLA, LFS and WaSH/Shelter. This assistance is made possible thanks to several donors including GFFO (German Federal Foreign Office) or the Federal Office of German Foreign Affairs is a donor who finances humanitarian projects. In the Far North, they finance activities in sectors such as protection, EHA, shelter, MEA distribution, cash distribution (conditional and unconditional), food security. As part of monitoring the implementation of GFFO activities, NRC is looking for an experienced manager for the management of the GFFO project.

Roles & Responsibilities

The objective of the GFFO project manager position (german federal foreign ministry) is to implement the GFFO project in the’Extreme Nord region of Cameroon.

  1. Comply with NRC policies, guidelines and procedures.
  2. Coordinate and manage project implementation (activities, budget, monitoring evaluation and MEL learning of the project) in accordance with donor proposals, strategies and requirements.
  3. Implement the technical direction and ensure the high technical quality of the project.
  4. Provide regular progress reports to the area manager.
  5. Ensure that projects target the beneficiaries most in need of protection, explore and evaluate new and better ways of assistance.
  6. Develop and manage the project budget ; ensure coordination between NRC key teams/skills for integrated programming.
  7. Ensure capacity building of technical staff involved in the implementation and transfer key skills.
  8. Liaise with and cooperate with the relevant local authorities and other relevant stakeholders in the field.
  9. Promote the rights of displaced and/or returned persons in accordance with the advocacy strategy.

The incumbent of the position :

  • Is responsible for pedagogical planning, development, implementation and monitoring of the project through monitoring and evaluation plans, and, updated cost estimates and work plans.
  • Designs and conducts assessments in collaboration with the MEL department and relevant key skills managers (WaSH, shelter, livelihoods and food security LFS, and information, and, ICLA legal advice and assistance).
  • Assesses the capacity building needs of staff and partners, and provides the necessary support where appropriate.
  • Participates in the definition of a monitoring and evaluation strategy.
  • Collects, reports (through the Project Tracker) and regularly analyzes project data and suggests adjustments in implementation where appropriate.
  • Coordinates with other key competencies and technical implementation staff for the proper conduct of activities.
  • In coordination with the monitoring and evaluation department, monitors and monitors the quality of field activities.
  • Acts as the budget manager, controls the project budget and provides updated monthly spending plans.
  • Alerts the zone manager and the program director on any significant development, delay, under-consumption or anticipated over-consumption of the project budget, and suggests readjustments.
  • Compiles and updates information on internal and external factors impacting project outcomes, and prepares quarterly review meetings (review meetings).
  • Participates in the drafting of proposals for the following phases of the project.
  • Represents the NRC in relevant meetings and ensures coordination and liaison with relevant authorities on the ground, on delegation from the area manager.
  • Proactively collects and uploads all necessary documentation for future planned audits (lists, supporting documents, etc.)
  • Leads GFFO project review meetings and prepares donor reports.
  • Contributes to the deployment of an effective complaint and feedback mechanism (Complaint and Feedback Mechanism) in project sites and promotes community responsibility and engagement while supporting the staff of implementation.
  • Contributes to the deployment of safe and inclusive programming by conducting relevant assessments/surveys where necessary and proposing readjustments to meet standards.

Professional skills for this position :

  • At least 4 years of relevant experience in the implementation and/or management of projects ;
  • Experience in managing emergency projects in a humanitarian or recovery context ;
  • Experience working in complex/volatile environments and with displaced populations ;
  • Good understanding of donor rules and regulations ;
  • Proven skills and experience in managing multi-sectoral and integrated projects ;
  • Good ability to organize personally, including time management, and ability to meet deadlines and work under pressure ;
  • Analytical skills and rigor ;
  • Experience in building staff capacity ;
  • Willingness to go to the field and work in a difficult environment according to the project requirements ;
  • Mastery of French and English, both in writing and orally (mandatory).

Skills, knowledge and experience specific to the context :

  • Good knowledge of the Cameroonian context, in particular the Far North ;
  • Strong writing and’ reporting skills ;
  • Knowledge of the humanitarian coordination framework ;
  • Experience in budget development and management ;
