  1. Context

Anchored in the UNDP country program (2021-2025), and drawing on lessons from its SDG16+ portfolio (2018-2023), as well as an analysis of vulnerabilities, stakeholder dynamics and capacities, UNDP , in collaboration with its national partners, has developed a new portfolio, entitled, “Governance as a lever for socio-economic development in Tunisia”. It will engage institutions, civil society and the private sector to leverage accountable and effective governance to accelerate socio-economic development through an integrated area-based approach that places people at the center of local solutions . The portfolio’s intervention is based on the principle that a just society, free of corruption, and where vulnerable people are included in the search for solutions through partnerships between public institutions, civil society and the private sector, could accelerate progress. towards Tunisia’s Vision 2035 and its National Development Plan 2023-2025.

In order to support the government’s efforts to implement planned reforms and to master the aforementioned challenges, the proposed portfolio aims to contribute to sustainable development in Tunisia, through support for the following expected results:

  • Outcome 1: Transparency and accountability are effectively strengthened to prevent corruption at local and national levels and promote the equitable delivery of quality services to the population.
  • Outcome 2: The rights of vulnerable people to local development and a decent life are guaranteed through inclusive access to services and economic opportunities.
  • Outcome 3: People have access to their rights and increase their confidence in more responsive, people-centered and human rights-respecting security and justice services.
  • Outcome 4: Data produced and analyzed to ensure adaptive management, quality programming and strengthening of program results.

In this context, UNDP is recruiting a monitoring, evaluation and reporting officer to support the execution of activities under Outcome 4 of the portfolio. The mission defined by these terms of reference aims to support the portfolio in monitoring progress in the implementation of the portfolio and reporting on the impact of the actions undertaken by the portfolio. The specific objectives consist of supporting the establishment and management of monitoring and evaluation mechanisms specific to measuring the impact of portfolio actions, as well as the portfolio’s knowledge production and management initiatives.

  1. Duties and responsibilities

The monitoring, evaluation and reporting manager will be responsible for ensuring, among other things, the following tasks:

  1. Monitoring and evaluation mechanisms
  • Monitor the updating of the portfolio performance indicator monitoring table during the implementation of actions;
  • Document and analyze the results achieved during portfolio execution, and propose related recommendations to optimize results across the portfolio;
  • Ensure compliance in portfolio activities with the principles of gender sensitivity, conflict sensitivity and do no harm;
  • Support the organization of external/independent portfolio evaluations;
  • Coordinate with the UNDP monitoring and evaluation officer to ensure institutional reporting (e.g. annual ROAR) on time and with an adequate level of quality.

2- Project management, programming and resource mobilization

  • Work closely with the coordination and planning specialist as well as the monitoring and evaluation expert to supervise portfolio planning efforts;
  • Participate in the organization and execution of portfolio activities to ensure the collection of field data for monitoring the progress of project actions and results;
  • Support the preparation of portfolio progress reports (progress, challenges, opportunities, recommendations);
  • Ensure documentation of progress data on UNDP platforms;
  • Contribute to the drafting of concept notes, terms of reference and other technical documents relating to portfolio actions, including in support of fundraising efforts;

3- Knowledge production and management

  • Support the learning expert to ensure that learning produced by portfolio monitoring and evaluation is used to adapt activities and methodological approaches to ensure improvement in portfolio results.
  • Support the data and information analyst in the implementation of portfolio research initiatives that require skills in statistical analysis (perception surveys)
  • Support the data and information analyst to ensure the quality of statistical analysis in other research initiatives in the portfolio.
  • Collaborate closely with the coordination team as well as technical teams to support research efforts, analysis and sharing of knowledge produced by the portfolio;
  • Work closely with the communications specialist to ensure that learning from monitoring and evaluation activities feeds into the project’s communications efforts;
  • Collaborate closely with the UNDP monitoring and evaluation officer to ensure complementarity of efforts with the organization’s other interventions and promote the exchange of information and cross-learning within the UNDP Tunisia office.
  • Experience in both written and oral communication, including ability to prepare quality reports
  • Ability to take initiative and seek opportunities to take action.

4- Institutional arrangements

The monitoring, evaluation and reporting officer will act under the supervision and coordination of the coordination and planning specialist who will act as project manager, in collaboration with the Monitoring and evaluation expert, coordination and planning specialist, learning expert, data and information analyst, as well as technical implementation teams. According to the integrated portfolio approach, the manager. monitoring, evaluation and reporting, will work in a transversal manner, in collaboration with all the teams responsible for the implementation of the Effects, as well as with the portfolio coordination team on strategic issues, monitoring and evaluation and reporting.

6- Education & Experience:

Education

  • Advanced university degree (Master’s degree or equivalent) in law, political science, social sciences, statistical science or related field, OR
  • Completion of an undergraduate degree (Bachelor’s degree or equivalent) in law, political science, social science, statistical science or related field with two additional years of relevant experience will be given due consideration in lieu of the advanced university degree

Experience in the field

  • Minimum up to 2 years of experience (with the Master’s degree) or 2 years of professional experience (with the Bachelor’s degree) which must include one or more of the following areas: development, conflict prevention, good governance, rule of law, gender, monitoring & evaluation or related areas is required

Experiences and skills required

  • Proven experience in a national or international development structure is required

Desired experiences and skills

  • Good knowledge of the socio-economic context in Tunisia would be an asset
  • Relevant experience in executing development projects and leading strategic partnerships with institutional and non-governmental actors at local and national level is desirable
  • Experience with the United Nations system, particularly UNDP, and a good understanding of its mandate is desirable

Required language[s]

  • Excellent command of Arabic and French required.
  • Good command of English is an asset.
