Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Support Unit Coordinator, and in close coordination with Senior Management, Resources Management and Programme Managers, and in close coordination with the Regional Monitoring and Evaluation and Risk Management Officer at the Regional Office (RO) and relevant units at Headquarters, the Monitoring and Evaluation (M&E) and Information Management (IM) Officer will be responsible for supporting the monitoring and evaluation (M&E) and information management (IM) activities of the IOM Moldova mission, including development and implementation of M&E and IM systems, data collection and analysis, and facilitation of learning and knowledge management, where necessary.

Core Functions / Responsibilities:

  1. Implement and supervise the integrated mechanism (including PRIMA) for data gathering and information management across all activities to facilitate accurate, reliable and timely data collection, storage, and submission.
  2. Facilitate and monitor the effective use of the designated information system and other databases.
  3. Support strategic and operational decision-making by processing and analyzing data and information and presenting it in user-friendly formats (e.g., reports, maps, etc.), utilizing the latest data visualization and mapping technologies.
  4. Support designing and managing databases, spreadsheets and other data management tools, and check the quality of humanitarian data for accuracy and consistency.
  5. Ensure a proper use of IOM’s Project Information and Management Application (PRIMA) as relates to information management, monitoring and evaluation.
  6. Draft monitoring plans in close coordination with programme managers. Contribute as needed to the maintenance and adjustment of project/programme/strategy M&E frameworks.
  7. Supervise Monitoring and Evaluation support activities assigned to other staff to facilitate comprehensive and detailed coverage of project/programme/strategy M&E activities through all stages of implementation.
  8. Collaborate with IOM units, Implementing Partners and United Nations Country Team (UNCT) on both quantitative and qualitative monitoring aspects to provide relevant information for performance management and evaluations of project/programme/strategy activities and for complying with regular reporting requirements, as well as for complying with IOM’s institutional monitoring and reporting requirements, including IOM’s Strategic Results Framework (SRF), PRIMA and the Institutional Questionnaire (IQ).
  9. Contribute to and facilitate the regular sharing of M&E findings, and support knowledge management and learning activities. Document good practices and lessons learned through analysis of monitoring findings and evaluation reports and share with relevant IOM project staff, management, and partners by organizing and participating in feedback sessions and developing and coordinating recommendation registers. Facilitate the discussion of M&E data/reports in the appropriate forum in a timely manner, including to clarify discrepancies and clear gaps.
  10. Work closely with the project team and relevant stakeholders to facilitate the monitoring and evaluation of project interventions. Participate in monitoring visits as required and regularly monitor project interventions to facilitate the quality delivery of inputs and activities and the achievement of expected results and discuss corrective measures when needed. Participate to the monitoring of the work of Implementing Partners that are sub-contracted to conduct surveys and studies.
  11. Support training of staff members and partners on M&E and IM approaches, skills and tools and provide technical support to staff members for M&E and IM related activities.
  12. Support the coordination with HQ, the RO, and external and internal partners on M&E and data and information management efforts and mechanisms, including efforts to improve data quality in the country through field support, capacity development, monitoring,. Support data security, data protection and responsible data-sharing.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Development, Political Science, International Relations, Governance, Social Sciences, Information Management, or a related field from an accredited academic institution with two years or relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in the management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products;
  • Experience in conducting monitoring, reporting and evaluation activities;
  • Experience in capacity-building activities, including design and delivery of trainings; and
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.

Skills

  • Ability to formulate IM-related technical requirements and Operating Procedures;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of monitoring and evaluation concepts, approaches, and techniques;
  • Knowledge of UN cooperation frameworks and bilateral donor;
  • Strong information management and data analysis skills;#
  • Excellent communication and analytical skills;
  • High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;
  • Strong interpersonal and teamwork skills; and,
  • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Romanian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
