What we are looking for:

The purpose of the Information Counselling and Legal Assistance (ICLA) Programme Development Manager (PDM) is to be responsible for designing, developing, and implementing projects within the ICLA programme in Poland, and to contribute to the evolution of the country strategy related to ICLA in the country. The ICLA PDM will be travelling to other areas to ensure quality of the ICLA programming in all NRC’s areas of operation in Poland. The ICLA PDM manages directly ICLA partnerships and ensures technical capacity building and transferring knowledge to the ICLA partners in Poland. NRC Poland currently works entirely through partners.

What you will do:

Key objectives for this role include:

  1. Development of ICLA strategy, technical SOPs / guidelines and Macro LFAs.
  2. Compliance with and adherence to NRC policies, tools, handbooks and guidelines.
  3. Responsible for the development of ICLA funding proposals, project budgets and donor reports.
  4. Overall management of ICLA partnerships and the ICLA partnership portfolio.
  5. Coordination and capacity building of ICLA partners on identified priority needs.

Specific Responsibilities:

  • Collaborate closely with the Head of Programme on the strategic direction, and implementation of ICLA programming and relevant projects.
  • Support on identifying new funding and partnership opportunities for the ICLA programming.
  • Contribute to the development of the country strategy for Poland and cross border initiative for the Ukraine response.
  • Identify trends and donor priorities relevant to the ICLA programming,
  • Develop standard ICLA tools and guidance or adapt regional or global tools and guidance for ICLA programming in Poland.

What you will bring:

Generic professional competencies:

  • Minimum 3 years of experience in a senior-level project implementation position in a humanitarian/ recovery context.
  • Experience working in complex and volatile contexts.
  • Technical ICLA expertise.
  • Documented results related to the position’s responsibilities.
  • Knowledge and skills in working in partnerships and capacity building.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal. Fluency in Polish is an asset.
  • Valid driver’s license.

Context/ Specific skills, knowledge and experience:

  • Desirable experience and knowledge of the Polish context, preferably related to the Ukrainian Response.
  • Advanced academic qualification in a relevant field (law, or related disciplines).
  • A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.
  • Knowledge of relevant legal and policy frameworks (domestic, regional and international), including International Humanitarian Law.
  • Experience with start-up programmes, including assessment, developing programme strategies and project proposals.
  • Ability to use ICT software to develop proposals, budgets, work plans, and monitoring and evaluation tools, including data collection (i.e. Kobo).
  • Experience in training and capacity building of staff.

  • Duty station: Warsaw_Poland
  • Contract: international contract– 12 months, with possibility to renewal based on portfolio and funding.
  • Travel: 40%.
  • Salary/benefits: grade 9 on NRC’s country salary scale.

Since February 2022, almost 10 million people have crossed from Ukraine into Poland, fleeing the armed conflict in search of safety and international protection. Poland is the second biggest transit and receiving country in the region (after Russia), with close to 1.6 million individuals registered for temporary protection. The Norwegian Refugee Council (NRC) and operational partners estimate upwards of 2 million refugees will remain in Poland for the foreseeable future.

In Poland, 7 out of 10 displaced people struggle to cover their basic needs, despite the enabling legal environment and access to different social assistance mechanisms. Third-country nationals (TCNs) who fled from the conflict in Ukraine are particularly affected. They lived in Ukraine prior to 24 February 2022, but are not eligible for rights and benefits under the EU Temporary Protection Directive. In addition, needs also exist at the Poland-Belarus border, which has seen an increased influx of migrants and asylum seekers into Polish territory since the end of 2021.
