THE MINE ACTION PROJECT IN SENEGAL

This project is in the start-up phase in the south of the country, in Casamance. Following its usual approach, HAMAP-Humanitaire intervenes with a local partner, supporting its development of skills.

For this first year, the project consists of carrying out education activities on the risks of explosive devices among populations, non-technical surveys and socio-economic studies.

The actual mine clearance activities would begin in a subsequent phase.

POSITION RESPONSIBILITIES

The ACM Senegal Project Coordinator ensures the implementation of the project and the strengthening of the partner in the field. He/she is the relay of results and compliance obligations between headquarters and the partner. He/she supports the partner in planning and implementation. He/she is responsible for monitoring and reporting the project and contributes to the expected results. He/she works in conjunction with the local partner under the coordination of the Headquarters Project Manager. He/she ensures the coordination of field teams and in particular an international expert in risk education.

Support project implementation, quality and reporting

• Actively ensure the coordination and launch of the project with the local partner;
• Monitor operations and verify the proper implementation of activities according to the set objectives;
• Establish monitoring tools, collection, entry and regular analysis of project data;
• Contribute to communication on the project, in conjunction with the Communication Manager in France;
• Write the various reports requested by the headquarters team and ensure the overall quality of the deliverables;
• Participate in the preparation of donor audits;

Monitor support activities and organizational capacity building

• Identify the organizational capacities of the implementation partner and help support areas for improvement;
• Strengthen the capacities of local teams in project management;

Ensure communication around the project

• Organize, facilitate and document coordination meetings with the implementation partner according to a determined frequency;
• Represent the organization to the partner and local authorities in the area of ​​intervention to the French embassy, ​​international NGOs, and possibly other institutions and donors;

Support the programmatic development of HAMAP-Humanitarian in Senegal

• Participate in the review of project cycles; strategic reflections, review and development of budgets and periodic action plans for the program;
• Support the assembly of the rest of the project, the writing and monitoring of the closure;
• Develop the opportunity for longer-term partnerships with local NGOs

Transverse

• Guarantee knowledge and application of security rules with the entire project team;
• Ensure compliance with the compliance rules imposed by HAMAP-Humanitaire;
• Ensure that you maintain a good understanding of all aspects of operations by remaining informed more broadly on issues, developments and achievements within HAMAP-Humanitarian;
• Ensure strict application of purchasing, human resources and financial monitoring procedures;

Formation

Bac +5 in international relations, international project management or other equivalent diploma (Bioforce type training).

Experience

• 5 years of minimum experience including 3 years minimum in an equivalent position in an international NGO, and 2 years minimum in the field;
• Prior experience in West Africa;
• Experience working with a local partner;

Knowledge/skills

• Project coordination (grant management, administration, finance, understanding of the logical framework, monitoring of indicators, implementation of monitoring tools, etc.);
• Confirmed managerial skills;
• Strong capacity for adaptation, analysis and organization;
• Excellent writing skills;
• Rigor, autonomy and sense of responsibility;
• Ease and taste for working in a team;
• Fluent French and proficiency in English appreciated;
• Strong appetite for interculturality;

Conditions

• Basic gross salary according to HAMAP’s profile and internal grid
+ Local living allowance of 900 euros
+ A housing allowance of 200 euros (HAMAP does not provide a Guest-House on this mission)
+ Context bonus ( “hardship”) of 250 euros
• Return plane ticket to the place of action
• Complete social protection according to HAMAP internal policy
• 2.08 working days of paid leave
+ annual payment of a ticket plane to home
+ 1.25 days of recovery per month (with mandatory rotation every 6 months) + a plane ticket covered up to the city of reference (for this mission the city of reference is Dakar )
