MEAL Specialist At CLEAR Global


Contract length: 6 months

Hours: part-time – 50%

Location: home-based, available on Central European time zone

Travel: up to 30%, to program locations, primarily Nigeria

Reporting to: Program Coordinator, International Programs

Salary range: USD 3,800-4,500/month (prorated to part-time hours)

The role

CLEAR Global has an opening for a Monitoring, Evaluation, Accountability, and Learning (MEAL) specialist to undertake core MEAL tasks on specific projects and programs and move CLEAR Global’s MEAL work forward generally. The projects and programs covered are subject to confirmation, but are likely to include a project on the development of a language use data platform, training across the different country programs and a long-term review of our Nigeria program.

Areas we would like to focus on include:

  • Consistent monitoring of outputs and outcomes across projects and areas of work (e.g. training), including ensuring consistent application of existing tools, and processes
  • Analysis of data, findings and learnings from the projects identified
  • Learning reviews/internal evaluations for the projects and programs identified
  • Communicating/showcasing data, findings and learnings – internally, with partners and externally.
  • Developing theories of change, MEAL Frameworks, plans, indicators, logframes for new proposals and projects.

Responsibilities

  • Complete MEAL frameworks for specific projects as necessary to generate learning
  • Create and coordinate necessary data collection tools created for specific projects, including guidance and advice to staff as necessary
  • Compile and analyze MEAL data for specific projects
  • Complete learning reviews for specific projects including presentation to the (wider) team on results and learnings
  • Content (story, blog, infographic as appropriate) for external communications purposes on results and learnings
  • Development of MEAL frameworks and documentation for proposals as required

Please note that these responsibilities may change over time. The role will evolve along with the overall program as projects and activities develop to reflect the changing language needs of affected people and partner agencies.

Qualifications

The MEAL Specialist should be an innovative self-starter with a strong sense of initiative, an understanding of the humanitarian sector and a track record in data analysis and MEAL. They should be enthusiastic about the importance of increasing access to knowledge and the reach, impact and accountability of services through language. The right candidate is an energetic team player and leader who agrees with CLEAR Global’s basic beliefs and values and who can work virtually with team members based throughout the world.

Requirements

Required skills and experience

  • 5+ years of project design and MEAL experience in the humanitarian sector, including designing and implementing MEAL systems
  • A track record in delivering program learning and evidence of impact
  • Experience of information management for MEAL in humanitarian programs
  • Willingness to work in insecure environments required, experience of working in insecure environments a plus
  • Availability to deploy for up to 30% of time to program locations and flexibility to deploy potentially at short notice and manage logistical contingencies
  • Verbal and written fluency in English; strong written communication skills

Preferred skills and experience

  • Demonstrated understanding of communicating with communities/accountability to affected populations/risk communication and community engagement programming
  • Experience of quantitative data analysis including skills with Google Sheets and/or Microsoft Excel
  • Data visualization experience, including experience with platforms such as Microsoft PowerBI, Tableau, or other similar products
  • Interest in and experience with language and communication issues in humanitarian contexts
