MEAL Advisor At Project HOPE

POSITION SUMMARY:
The MEAL Advisor will contribute to the strengthening of the MEAL department in Venezuela; aiming to improve program and data quality. S/He will provide technical guidance and support the implementation of coherent MEAL procedures from start to finish in all programs, as well as coordinate activities and report progress or requests to the regional LAC team and the Technical Unit’s MEL officer. Existing MEAL and program materials will serve as a base to prepare and organize key components and will inform the preliminary analysis to determine the overall approach and implementation to strengthen data collection tools, methodologies, data quality analysis and accountability and learning plans for the projects.

PRINCIPAL RESPONSIBILITIES:
Strategic Leadership:
• Develop, manage, and implement a comprehensive strategy to enhance the capacity of the local team in Venezuela, with a focus on improving monitoring, evaluation, accountability, and learning practices.
• Provide guidance and support to the local team in designing and implementing effective monitoring and evaluation systems that align with Project HOPE, donor standards, project goals, and program requirements.
• Foster partnerships and collaboration with local stakeholders to enhance the team’s capacity for learning, adaptation, and knowledge sharing.
• Ensure the integration of cross-sectoral priorities, such as gender, protection, safeguarding, and Do No Harm, into the team’s work.
Technical Oversight:
• Provide technical leadership and guidance to the local team in developing and implementing a robust monitoring system throughout the project cycle.
• Share best practices and lessons learned from previous projects to inform the team’s approach and enhance their proposal design and Theory of Change.
Support the team in developing logical frameworks, Monitoring, Evaluation, Accountability, and Learning (MEAL) plans, data collection tools, data management processes, and client feedback mechanisms.
• Conduct regular site visits in Venezuela to provide on-site technical assistance, monitor project activities, and ensure the team’s adherence to established MEALpractices.
• Assist the team in producing high-quality data, conducting analysis, preparing reports and presentations, and sharing key findings to facilitate learning and decision-making.
• Effectively communicate relevant information obtained through MEAL activities to the team and relevant stakeholders, enabling them to make informed decisions.
• Develop guidance and standardized methodologies for data collection and analysis, enabling comparison and aggregation of data across different projects and over time.
Knowledge Management and Learning:
• Develop effective mechanisms and processes for Knowledge Management and Learning that align with Project HOPE guidelines.
• Develop learning systems that capture findings, lessons learned, achievements, and gaps from response studies, and develop tools to support learning practices.
• Organize internal reviews, lessons learned workshops, and present practical recommendations to enhance project outcomes.
• Support project teams in conducting after-action reviews and lessons learned exercises, including utilizing data collected through Community-Based Feedback
and Response Mechanisms (CBFRM) and other participatory community engagement methods.
• Following Project HOPE´s guidelines on Information Systems, propose solutions and dashboards to elevate findings and data for informed decision-making, thereby enhancing programmatic quality.
• Contribute to the development and review of donors reports.
Human Resources:
• Assess the skills and proficiencies of the local team in Venezuela and develop a targeted learning and training strategy to enhance their capabilities.
• Provide coaching, mentoring, and on-the-job training to the team members, equipping them with the necessary tools and resources to excel in their roles.
• Guide the team, setting clear performance objectives, managing work plans, conducting regular performance reviews, and fostering a positive and inclusive working environment.
• Support in the recruitment of additional MEAL staff for the team in Venezuela and their smooth onboarding process.

MINIMUM QUALIFICATIONS:
• At least seven (7) years of experience in developing and working with M&E frameworks and tools; demonstrated ability to coach and train others in using monitoring and evaluation (M&E) methodologies to measure impact of humanitarian projects, for an international organization.
• Experience in research methods, both quantitative and qualitative data collection and research analysis methods with a gender and protection approach for health programming.
• Leadership experience and proven technical skills in setting up quality MEAL system that leads to evidence-based decision-making for multi-sectorial programs.
• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with strong presentation and reporting skills.
• Strong management and social skills and proven track record to work with diverse groups of people in a multicultural environment.
• Self-motivated with excellent organization, planning, and analytical skills – able to work without close supervision, including prioritizing work and multi-tasking.
• Proficiency with one or more health data management and data analysis software platforms.
• Experience with DQA analysis.
• Knowledge of and ability to apply different evaluation approaches and methodologies.
• Experience in health data collection methods and integration to supply chain and/ or other program areas as WASH, Protection and communities desirable.
• Profound knowledge and experience to mainstream gender and protection in MEAL processes.
• Understanding of Accountability to Affected Populations concepts to be inserted within the MEAL department.
• Experience in project design, including crafting theories of change, creating logic and results frameworks, outcome mapping, data extraction and outcome analysis and similar methodologies/approaches to MEAL and complex planning, monitoring and evaluation plans; knowledge of participatory methods, and/or advocacy evaluation techniques preferred.
• Good teamwork and ability to work under pressure.
• Ability to prepare technical reports and execution reports.
• Ability to work remotely and to work effectively both independently and in conjunction with a globally dispersed team. This includes coordination with teams in different time zones.
• Ability to multi-task, meet tight deadlines, and employ creative problem-solving.
• High standards of integrity, professionalism, ethics, and respect for different cultures.
• Fluency in English and Spanish, both verbally and written.

PREFERRED QUALIFICATIONS:
• Experience as a trainer, preferably on MEAL.
• Experience with DHIS2.
• At least one year of practical field-based experience in MEAL, especially in relation to the Health, WASH and Protection sectors.
• Familiarity with strategic planning and data quality assurance processes preferred.
• Experience supporting organization-wide measurement systems preferred.
• Knowledge and integration of the international humanitarian principles, as defined by the Sphere standards and the IASC, and of the Core Humanitarian Standard on Quality and Accountability.
• Work experience with BHA-funded projects.

• Typical office environment with exposure to a minimal noise level.
• Emergency deployments may be in resource-deprived environments with austere living conditions.
• Travel for extended periods may be by air and/or other modes of transportation.
• While international travel is not a regular part of every job, programmatic needs may require it intermittently.
