Established for a long time in Central Africa ( Cameroon, Democratic Republic of Congo and Congo-Brazzaville ), and since January 2023 in the Central African Republic, the IECD is currently launching a regional project in these 4 countries : RELIEEF ( Strengthening the integration through employment and entrepreneurship of Women ). Thanks to the support of an institutional financial partner for 5 years, this project aims to :
- Foster the integration of young women with innovative initiatives in different countries,
- Promote the consultation of public-private actors on this theme each country,
- Promote the sharing of practices at a regional level.
The actions will be carried out by the IECD, in consortium with another French association located in Congo-Brazzaville, and with local partners in each country.

MISSIONS
Located in the Brazzaville offices and under the responsibility of the Regional Project Manager, your mission will be to financially monitor the agreement with the financial partner on the Relieef project ( 8 M € ), part of whose funds are managed by local and international partners.
More specifically, your missions are as follows :
1 / Financial monitoring of the expenses of the ( 5 projects in 4 countries )
• Control of expenditure allocated to projects
• Control of expenditure made by project partners – verification of supporting documents
• Verification of analytical assignments and calculation of shared expenses
• Harmonization and updating of analytical plans for carrying out the financial reporting
• Realization of interim and final financial reports for the financial partner
• Guarantee of compliance with internal procedures and financial partner
• Monitoring and updating of the procurement plan
2 / Budgetary monitoring of the expenditure of the convention and of the annual project budgets
• Animation and coordination of the budget process in the 5 projects
• Budget monitoring of project partners
• Consolidation of project budgets and monitoring with the convention budget
3 / Audit
• Carrying out of pre-audit work
• Animation of the external annual audit process: link with the auditors, selection, framing meeting, planning, follow-up of recommendations
• Recovery of accounting documents for the various projects
4 / Cash monitoring
• Monitoring of cash received
• Monitoring of disbursements, in particular to partners
• Creation of fundraising calls to the financial partner
