Basic purpose of the position
This is a critical role within our country program, to ensure that relevant support in the areas of procurement, logistic and security is provided to the Nature-based Solutions (NBS) Project Teams and technical advice to the logistic teams of other projects. This position will be based Ndjamena, with regular travels to Project Areas mainly in Char Baguirmi, Lake Chad and Extreme North of Cameroon. The post holder plays a pivotal in ensuring capacity building is regularly undertaken to ensure transfer of competencies and procedures are followed and strengthened across the country program. This position requires a very dynamic person, full of energy, open to innovation and new technologies
Required qualifications
Bachelor’s degree in a relevant field (e.g., Business, Supply Chain Management, Security Management).
Knowledge and experience
Proven experience in procurement, logistics, and security roles, with a minimum of 5 years of experience in an international setting.
Strong knowledge of procurement and logistics principles, regulations, and best practices.
Familiarity with security protocols, risk assessment, and crisis management.
Excellent communication and negotiation skills.
Ability to analyse data and make informed decisions.
Proficiency in relevant software and tools.
Security certifications may be advantageous.
Language skills
French – advanced written and spoken skills.
English – working level.

Main duties
Procurement
Develop and implement procurement strategies and policies to ensure cost-effective sourcing of goods and services.
Identify and evaluate potential suppliers, negotiate contracts, and establish supplier relationships.
Monitor and manage procurement budgets and expenditures.
Ensure compliance with procurement regulations and ethical standards.
Maintain procurement records and documentation.
Logistic
Plan, coordinate, and optimize the transportation and distribution of goods and materials.
Oversee inventory management, including stock levels, warehousing, and order fulfilment.
Collaborate with internal teams to forecast demand and ensure timely delivery of products.
Continuously improve logistics processes to reduce costs and enhance efficiency.
Address any logistics-related issues or disruptions promptly.
Security
Develop and implement security policies, procedures, and protocols to safeguard personnel, assets, and information.
Conduct security risk assessments and recommend mitigation measures.
Supervise and manage security personnel and resources.
Monitor security systems, such as alarms, and access control.
Respond to and investigate security incidents, breaches, or threats.
Compliance
Ensure compliance with relevant laws, regulations, and industry standards.
Prepare regular reports on procurement, logistics, and security activities for management.
Maintain accurate records and documentation related to security incidents and procurement transactions.
Team Management and development
Provide training and awareness programs to staff on security protocols and procedures.
Keep procurement and logistics teams updated on industry best practices and emerging trends.
Recruit, manage performance and appraisals of staff and teams

As may be assigned by the direct supervisor.

This position requires a candidate who can effectively balance the responsibilities of procurement, logistics, and security coordination to ensure the organization’s operations run smoothly, efficiently, and securely.
