Background:

The escalation in the war in Ukraine poses an immediate threat to the lives and wellbeing of the country’s 7.5 million children. The intensification of the armed conflict is posing severe human costs, causing a growing number of civilian and children casualties, interrupting livelihoods and damaging critical civilian infrastructure, including hundreds of homes, water and sanitation infrastructure, schools and health facilities. Hundreds of thousands of children and their families have been internally displaced and, to-date, over one million forced to flee the country in search of safety – the majority are women and children.

In response, UNICEF has already mobilized organization-wide support. However, the deteriorating situation and complex operating environment requires strengthened capacity and sustained efforts to further expand our presence and work in those parts of the country that can be safely accessed, to strengthen our cluster and overall humanitarian leadership, and to continue scaling-up our humanitarian action, with priority focus on child protection, health, WASH, nutrition, learning, cash interventions and social protection efforts. UNICEF is also coordinating with refugee hosting countries to prepare and respond to the humanitarian needs emerging from population movements.

With emergency response expending, UNICEF Ukraine has an increased need for producing various multimedia assets including high quality photo and video, human interest stories, multimedia assets, social media content and multimedia documents in English and Ukrainian as needed and in a timely manner.

Compelling and high quality content on situation of children and UNICEF response are an integral part of UNICEF’s advocacy and communication efforts to the emergency as well as its brand, and as such, the organization must ensure that its multimedia products on situation of children and UNICEF response are professionally crafted, and that they resonate with targeted audiences. The organization also must ensure that all multimedia materials shared externally on the UNICEF local, regional and global channels adhere to the UNICEF global style guidelines and requirements for multimedia products, including ethical reporting and child safeguarding.

Purpose of assignment:

To produce professional and high-quality communication and information products on the situation of children affected by war and response provided, UNICEF Ukraine requires the services of a consultant to coordinate and streamline the content production across the country.

The overall objective of this assignment is to assist and facilitate the office in arranging work of multimedia teams, including photographers, videographers, journalists, fixers, editors, and other relevant service providers in a timely manner and often at short notice, as needed. The consultant will provide support with planning of content production process to accommodate the needs of various units and sections within the UNICEF Ukraine office, as well as UNICEF teams outside of Ukraine, including Global Communication and Advocacy, Private Fundraising and Partnerships, ECARO regional teams and others. He or she will be responsible for planning and managing the full cycle of content production, including identifying and evaluating service providers, developing detailed briefs for specific assignments, providing guidance on the products needed, curating content gathering and content packaging for relevant UNICEF platforms, including photo essays, human interest stories, video stories and other social media assets as required.

The assignment involves curating multimedia content production in Ukrainian and English. All multimedia assets developed need to follow UNICEF’s global style, editing and branding guidelines, which will be provided when work is assigned, as well as specific photo and video requirements. The consultant will be working under supervision of a Communication Officer in close cooperation with Communication and Digital teams.

To qualify as an advocate for every child you will have…

Education: Bachelor’s degree (or higher) in University degree in a relevant field of study such as communications, journalism, literature, political or social studies, international development, linguistics or other relevant fields.

Professional experience:

  •  At least three years relevant and progressive experience in content creation and managing content development work
  •  Experience in managing production of communication products on issues of international development, human rights, emergency context is desirable
  •  Previous working experience with the United Nations and/or an international organization is highly desirable.
  •  Knowledge of the Ukrainian emergency context and media landscape is an asset.

Language:

  •  Ukrainian: Proficient/Native [C2];
  •  English: Advanced [C1] .

Skills and competencies:

  •  Proven experience in producing and curating high quality communication products, human interest stories, videos and digital materials for international organizations, including UN agencies.
  •  Experience in content production, including management of the multimedia teams
  •  Solid editorial skills with demonstrated ability to present thoughts and ideas in a clear and concise manner, particularly in writing
  •  Microsoft Office computer literate (Word, Excel), including use of track changes, comment and highlighter pen features in Microsoft Word.
  •  Knowledge of UNICEF programmes and its goals a plus.

Please provide an all-inclusive financial proposal including travels to carry out the deliverables listed above.

i Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
