Organisational Setting and ReportingThe Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions. This position is in the Enterprise Solutions Service, Office of Information and Communications Technology (OICT/ESS), hosted by UNICTF and located in Valencia, Spain. The incumbent reports to a Senior Information Systems Officer within OICT/ESS. Responsibilities

Under the direct supervision of the Senior Information Systems Officer and the overall guidance of the Enterprise Solutions Service Chief, the Information Systems Officer will be responsible for the following duties:

  •  Manages projects involving feasibility studies, systems analysis, design, development, and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
  •  Develops detailed system and other functional specifications and user documentation for major systems.
  •  Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.
  •  Maintains, upgrades, or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
  •  Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
  •  Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
  •  Develops training materials, operating and user manuals; trains staff in assigned systems.
  •  Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
  •  Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
  •  Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
  •  Provides guidance to, and may supervise, new/junior staff, consultants, etc.
  •  Performs other related duties, as assigned.

  •  Professionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. EducationAdvanced university degree (master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or related fields is required. A first-level university degree in one of the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work ExperienceA minimum of five years of progressively responsible experience in planning, design, architecture, development, implementation and maintenance of computer information systems or related areas is required. A minimum of five years of Java + Spring/Spring Boot development experience is required. A minimum of four years of Android development experience with a minimum of two years of experience with React native, including native plugin development for Android, is required Experience with running Machine Learning models at the edge (on mobile or small PC) is required. Knowledge of Enterprise systems, such as SAP and Siebel and interfacing with them is required. Experience with Natural Language Processing and/or Large Language Model is desirable. Development experience with Spring boot is desirable. Experience of web and/or mobile application development for low bandwidth/high latency network, and development experience for iOS is desirable. Knowledge of Power Platform (PowerBI, Power Automate, PowerApp) is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in either language is required; and knowledge of the other is desirable. Knowledge of another official United Nations language is an advantage.
