Information Management (IM) Specialist, External Relations Unit, Humanitarian Response Division (HRD), Geneva, P-3 At United Nations Population Fund

The Position:

The IM Specialist post is in the Inter-Agency and Partnership in the Humanitarian Response Division (HRD), based in Geneva. In a matrix management arrangement with the Head, External Relations Unit (as the primary supervisor) and the Humanitarian Data Adviser (providing technical guidance), the IM Specialist provides remote and in-country technical support on IM, needs assessment and analysis and actively participate in relevant assessment-related work streams.

Job Purpose:

The overall purpose of the Humanitarian Response Division (HRD) is to facilitate the delivery of the UNFPA mandate by leading emergency response and supporting humanitarian preparedness actions in increasingly complex humanitarian situations, within globally agreed frameworks (2030 Agenda, Grand Bargain Commitments, Sendai Framework, etc.). The HRD leads in leveraging and increasing effectiveness, efficiency, and capacity of UNFPA staff and partners to scale up UNFPA’s role as a key global humanitarian leader. Through the Inter-Agency Standing Committee for Coordination of Humanitarian Assistance (IASC) and other associated entities, HRD acts as a point of convergence on humanitarian activities, including policy, coordination, programming, advocacy, field capacity development, resource mobilization, innovation, partnerships, technical guidance and, crucially, thematic integration, ensuring complementarity between humanitarian and development action within the organization.

HRD advocates among humanitarian agencies to include sexual and reproductive health and rights needs and sexual and gender-based violence prevention and response needs and humanitarian concerns and specific needs of women, adolescents and young people into the overall humanitarian preparedness and response frameworks. The HRD facilitates the development of UNFPA capacities to prepare and respond to the emergencies and to ensure the Agency is well equipped to deal with the context of fragility and disaster risk reduction.

Under the supervision of the Head of the External Relations Unit, S/He participates, in coordination with the Humanitarian data adviser, in all relevant data initiatives and provides direct technical support to colleagues in the field in collecting, analyzing, disseminating, and using GBV-related data. S/He will function as the technical backstop for GBV IM, will represent the GBV AoR in inter-agency groups such as the Information Management Working Group (IMWG) and will assist the GBV AoR Coordinator and Deputy Coordinator with representation of the GBV AoR in the Global Protection Cluster (GPC).

Qualifications and Experience:


Advanced university degree in social science, economics, statistics, programming, geo-mapping, or other related field with a focus on skills relevant to information management and/or data management.

Knowledge and Experience:

  • Minimum five years (of which at least 2 in field operations) professional and substantive experience in information management and/or data management.
  • Advanced technical knowledge in developing dashboards (power bi or similar), creating ArcGIS maps, and using Pivot tables (Excel) for data analysis,
  • Experience and skills in operational / service mapping desired
  • Experience with spatial analysis desired
  • Demonstrated experience and knowledge of producing charts and tables in excel is required
  • Demonstrated ability to produce high quality infographics required
  • Experience with Adobe Illustrator for product design an advantage.
  • Knowledge of and experience with the HPC cycle required
  • Knowledge of SRH and GBV desired
  • Experience in humanitarian response required.
  • Strong analytical and strategic thinking and a commitment to results.
