The Public Health Department (PHD) of the MSF Operational Centre Amsterdam (OCA) supports the overall purpose of MSF, providing medical and public health leadership for the organization. The department is responsible for providing strategic direction and integrated advice on medical and public health issues to the field and headquarters. The PHD plays a key role in developing and maintaining the medical humanitarian identity and image of MSF-OCA, and in continuing to develop and improve intervention strategies to be relevant and effective.
The department is made up of a group of generalist Health Advisors (based in Amsterdam and Berlin) and medical and public health specialists (pediatrics, nutrition, water and sanitation, mental health, HIV/TB, etc.) to provide expert support in a range of fields. The Manson Unit, a medical unit based in MSF-UK, focuses on support to tuberculosis and epidemiology.
With immediate effect, the Public Health Department is looking for a:
Implementer for Sexual Reproductive Health (SRH)
70% Field/30% Office
This position will work in collaboration with the Medical Coordinator during project country visits and under the overall supervision of Sexual Reproductive Health specialists to provide practical support for Sexual and Reproductive Health activities in OCA missions. The implementer will work under the defined terms of reference for project county each visit and in support of an identified activity manager or focal person(s) in each location, delivering and follow up on SRH training.
In each visit, the implementer is responsible for building capacity, improving quality, facilitating coordination, and documenting the proposed actions. Given the broad nature of SRH, the terms of support will vary according to project activities.
Main responsibilities
To provide practical technical and implementation support to medical staff in MSF missions on the topic of Sexual and Reproductive Health, and to contribute to the capacity building of project country staff through the transfer of medical knowledge and technical skills in accordance with MSF policies, protocols and guidelines while ensuring the delivery and improvement of quality medical care.
Responsibilities and activities
- Enable the effective delivery of the portfolio of SRH trainings in project country based and regional locations through a process of identifying training needs and developing or delivering the content and ensuring effective support following the training;
- Support the continuous development of knowledge and technical competencies through team training and workshops as well as individual coaching for relevant profiles;
- Conduct training which ensures readiness, recognition, and response for obstetric emergencies with special attention to the EMONC signal functions, including the provision of obstetric care in remote settings with or without operating theatre access;
- Increase awareness of safe abortion care in MSF projects and support the implementation of Safe Abortion Care including dialogue with local stakeholders, EVA (Exploring Values and Attitudes) for all staff, risk assessment, clinical skills, data collection and a clear implementation plan to follow;
- Support and guide the project country teams with the implementation of (new or revised) MSF protocols, (para) medical devices/materials etc. and/or best practices. Ensure compliance with MSF protocols and standards for the area of expertise;
- Support the implementation of the MSF Contraceptive Guidelines and its principles of increasing access and upholding autonomy;
- Support the activity manager(s) in the practical implementation of program activities. Supporting project country teams with ensuring quality of care is upheld through a cooperative process of routine assessment, prioritization and structured improvement plans;
- Enable a culture of Respectful Maternity Care and the incorporation of its principles in all SRH activities;
- Support the implementation of routine maternal death, near miss and perinatal death review as part of the MDSR, and to follow-up on actions for improvement;
- Assist the project country team in ensuring accurate and quality data as it relates to SRH including monitoring and analysis of qualitative and quantitative indicators for the activity;
- Support team members in clinical audits to identify areas for improvement and training.
- Assist project country teams to ensure OCA-SRH strategic ambitions are reflected in practical applications in project country locations;
- Develop the skills and capacity of identified project-level focal point(s) to continue the work following the end of the visit;
- Consolidate and analyze information from field support visits (including action plan, recommendations, and identified needs for subsequent visits), agree with relevant stakeholders, and submit a written report to project leadership, coordination, HQ, and SRH referent. Where relevant, provide remote support to follow up on the action plan.
- Develop and facilitate training packages, seminars and workshops;
- Review/revise/adapt protocols/guidelines and toolkits where requested.
Candidate Profile
Requirements:
For this position the candidate should have a degree and (para-) medical registration in the relevant technical area: nurse, midwife, medical doctor or obstetrician with experience and interest in SRH and Public Health. Furthermore;
- 2 years’ experience in relevant project country position(s) in MSF or in a low resource setting;
- Minimum 2 years’ post qualification professional experience with strong clinical skills;
- Experience designing and providing training to adult learners;
- Fluent in English;
- Must be willing to support and provide safe abortion care in the first and second trimester;
- flexibility, willingness to travel abroad, including conflict settings (70% travel to field).
Assets:
Assets include ALSO instructor, EVA facilitator, SACI or SAC implementer experience.
Proficiency of the French and/or Arabic language.

This is a temporary position, a 12-month (fixed term) contract is applicable.

- A gross monthly salary is applicable, within a current salary range between €4.596 and €6.327, depending on relevant work experience, based on a full-time appointment;
