The Regional Delegation of the International Committee of the Red Cross (ICRC) in Warsaw is opening a full-time position for a Regional Humanitarian Affairs Advisor, based in Warsaw.
The ICRC is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. The ICRC regional delegation in Warsaw contributes to the ICRC’s regional response to the international armed conflict between the Russian Federation and Ukraine. It covers Poland, Hungary, Slovakia, Chechia, Romania and the 3 Baltic countries. Main programs and activities (in some of the covered countries) include helping reunite families separated by conflict, supporting the work of the National Red Cross Societies, interacting with governments and other actors of influence to promote acceptance of its neutral impartial humanitarian work and International Humanitarian Law. Purpose of the position
The Regional Humanitarian Affairs Adviser (HAA) plays a critical role in enhancing the ICRC’s understanding of and relations with governments and other actors. This position is pivotal in advising the Head of the Regional Delegation and collaborating with the Communication and Prevention Manager to design and execute impactful diplomatic and policy strategies. The HAA ensures meaningful engagement with state, academic, and humanitarian actors, focusing on national authorities in Poland and beyond to further the ICRC’s mission.
Main duties and responsibilities
• Strategic Advising: Offer strategic guidance to the Head of Regional Delegation and Communication and Prevention manager, focusing on acceptance and influence strategies within the countries west of Ukraine.
• Stakeholder Engagement: Lead in developing relationships with government officials, UN agencies, NGOs, and think tanks to support the ICRC’s objectives.
• Policy and Diplomacy: Craft and implement diplomatic and policy strategies that enhance the delegation’s influence and engagement with key actors.
• Cross-Department Collaboration: Work closely with various ICRC departments to align efforts and integrate strategic priorities into external communications and engagements.
• Analysis and Reporting: Provide insightful analysis on political and humanitarian contexts, advising on strategic directions and potential partnerships.
• Representation: Represent the ICRC in key forums and discussions, effectively communicating complex issues to a diverse audience.
Requirements
• Education: A university degree (BA and/or MA) in Law, International Relations, Humanitarian Studies, Political Science, or another relevant discipline.
• Experience: 8 years’ experience in humanitarian action or political affairs.
• Skills: Strong strategic thinking, diplomatic skills, and the ability to engage effectively with a wide range of stakeholders.
• Language: Language: C1 level of English and Polish.
• Knowledge: Deep understanding of humanitarian issues, international relations, and the operational context of the ICRC.
• Attributes: Excellent communication skills, adaptability, and the ability to work independently and collaboratively in a complex and changing environment.
