Human Resources Officer – Maracaibo (Nationals Only) At Norwegian Refugee Council


NRC is an independent humanitarian organization that helps people in need. We have a team of 15,000 humanitarian workers deployed in 40 countries. We have been in Venezuela since 2005. We start by helping Colombian refugees. In 2019 we expanded our work to also respond to the needs of Venezuelans with needs. We work in five areas of action: education; water, sanitation and hygiene (ASH); food security and livelihoods (LFS); protection against violence and information, guidance and legal assistance (ICLA). We support communities in the states of Bolívar, Zulia and Táchira and we begin to expand our operations also to Apure. In the framework of this expansion, NRC recruits a Human Resources Officer to support its operations.

The objective of the position is to implement, monitor and monitor the quality of HR processes in your area in accordance with current labor legislation and following the internal regulations of the organization.

Specific responsibilities:
Recruitment and Induction:
one. Coordinate and execute the recruitment and selection process in its different stages, for positions up to grade 5, guaranteeing compliance with established regulations.
2. Manage the hiring process of the new personnel of the area office according to the needs, respecting the Venezuelan legal framework and the internal regulations of NRC.
3. Organize and follow up on the new income induction plan with the different areas of the organization (Human Resources, ICT, Programs, Logistics, Finance, Security, M&E, R&C, etc).
4. Guarantee the timely registration of workers in NRC People and the benefits offered, as well as their organizational identification.
Development
5. Follow up on the performance management cycle of area personnel in all its phases.
6. Support training planning processes and other Human Resources events associated with Learning and Development.
Payroll
7. Prepare the monthly payroll variations of the national personnel of the area and send them for processing to the Country Office.
8. Manage the signatures of the workers in the area in the documents / forms associated with the employment relationship.
9. Keep personnel files updated and in custody, both physically and digitally, according to the parameters established by NRC and the Venezuelan legal framework.
10. Facilitate and follow up on the internal procedures of the collaborators in question of documents associated with the employment relationship.
eleven. Manage the operational process of leaving NRC employees in Area, in coordination with the country office and other departments (Finance and Logistics).
Others
12. Update the information in the NRC People Human Resources system, ensuring the correct maintenance and consistency of the records with the databases in the operation.
13. Keep the area’s databases updated (duration of contracts, vacation plans, permit applications, and others).
14. Provide reliable information to Area staff (including supervisors) on NRC’s labor law and internal procedures / policies.
fifteen. Make the requested reports related to their functions.
16. Promote the participation of workers in the framework of emergency assistance and support for durable solutions from the HR function and all phases of projects, as part of Safe and Inclusive Programming (PSI).
17. The other tasks assigned by the immediate supervisor in fulfilling the objectives of the position.

Qualifications

Generic professional skills:
University professional in Human Resources Management / Administration and / or related areas.
Desirable verbal and written fluency in the English language.

Context Competences / Specific skills, knowledge and experience:
Demonstrable experience of / in:
Three (3) years of experience in similar positions
Preparation and payroll calculations.
Recruitment and selection of personnel.
Analysis and description of charges (desirable)
Solid knowledge about Venezuelan labor regulations and social security.
Drafting of technical reports.
Excellent oral and written communication skills.

Availability to travel to the states where NRC has a presence and spend the night on the ground. The first 3 months the induction process will take place in the Caracas office, so the candidate must have availability for the mentioned period.
