Human Resources and Administration Officer, Climate Adaptation Program At Counterpart International


Climate Adaptation Activity is a five-year USAID-funded program that seeks to build long-term resilience to locally led climate change by promoting sustainable livelihoods and water security, which should result in significant environmental gains in the Dajabón hydrographic basin, beyond the province and in Haiti. Engaging communities, taking advantage of private financing and public resources, enable data-based decision-making and create diverse partnerships based on inclusion and market-based approaches, Climate Adaptation Activity will accelerate social outcomes, sustainable economic and environmental.

For this purpose, and to comply with all administrative, operational and human resources requirements, Counterpart seeks to hire a Human Resources and Administration Officer under the supervision of the Project Finance and Administration director in all the tasks described below. This position will be based in Santiago and / or Santo Domingo, Dominican Republic.

Responsibilities

Human Resources:

  • Coordinate all project human resource processes, including recruitment, hiring, staff incorporation, performance reviews, and disciplinary actions in compliance with USAID rules and regulations, Counterpart policies and local labor laws.
  • Facilitate the recruitment and recruitment process by advertising vacancies, preselection of resumes, scheduling and observing interviews, the compilation of required documents and the verification of professional references and salary history; coordinate and supervise the preparation of employment agreements for staff.
  • Manage employee incorporation processes, ensuring that all new employees receive all required documentation at the time of hiring.
  • Coordinate the annual project staff performance evaluation process with all supervisors; handle all contractual and compensatory changes for staff.
  • Mitigate and resolve conflicts and human resources problems, seeking assistance and guidance from the Project director and the/the director of Finance and Administration and the central office as necessary.
  • Coordinate the salary sheet, social benefits settlement and income withholdings for project personnel with the project’s external payroll provider.
  • Maintain annual, sickness, and daytime leave records for all project staff and provide updates on license balances to staff as needed.
  • Maintain a complete organization chart for the project, updating and regularly distributing it to staff within the project.
  • Coordinate with the director of Finance and Administration and the central office to periodically update the local salary scale.
  • Prepare periodic reports required by the central office on staff in offices in the Dominican Republic.

Administrative:

  • Supervise hiring and maintain relationships with providers that provide administrative and / or operational support to the project, including insurance companies, hotels, connectivity, telecommunications, etc.
  • Follow the maintenance and acquisition of all computer equipment, furniture and supplies in the office.
  • Supervise and support in the use and maintenance of project vehicles.
  • Bring a system for monitoring contracts and payments under your supervision to ensure compliance with them.
  • Organize all files according to central office policies.
  • Other tasks as assigned.

Qualifications

  • Graduated professional of Business Administration, Economics, International Relations or other social sciences of preference with master’s degree.
  • Minimum experience of five ( 5 ) years performing operational and / or administrative tasks in private institutions or cooperation agencies.
  • Demonstrated experience in human resource management or administration.
  • Knowledge of the regulations and regulations of international cooperation projects and labor laws of the Dominican Republic.
  • Complete management of the Spanish and English language at the intermediate level.
  • Skills in the management of Microsoft Office, particularly in the use of Word, Excel and PowerPoint.
  • Skills to work as a team.
  • Organized ( a ) with good interpersonal relationships and used ( a ) to work under pressure.
  • Work experience in similar positions in international or cooperative organizations, preferably.
