OFFER SUMMARY

Under the responsibility of the Human Resources Department, the Human Resources Advisor (CRH) will work in close collaboration with the teams at headquarters and country offices. He/She will be responsible for staffing employees, interns and volunteers, managing Canadian and international payroll, induction and position taking processes, and will supervise the administrative management of human resources. The CRH person acts as an observer of the complaints evaluation and reporting committee and is responsible for creating confidential and caring listening spaces allowing anyone to express themselves with confidence and to receive guidance in accordance with the HR values ​​and practices of the organization. He/She will supervise a human resources officer in carrying out her mandate, who is responsible for the administrative management of HR files.

At the request of management, he/she could participate in the development and updating of the institutional framework of human resources, including, among other things, the induction and training courses and the retention and course management strategy of the IBCR staff.

Responsibilities

Without limiting the generality of the foregoing and without excluding other mandates which may be entrusted to him from time to time by the human resources department, the person holding the position will be responsible in particular for:

Staffing management: employee, intern and volunteer

  • In collaboration with managers, carry out the recruitment process for employees of the head office and country offices;
  • Supervise the recruitment processes for interns carried out by the HR agent;
  • In collaboration with the voluntary cooperation program team and in compliance with the volunteer recruitment strategy, carry out the recruitment process for volunteer cooperators;
  • Comply with institutional policies and recruitment practices in force, including the archiving of recruitment files while respecting the protection of personal information;

Supervise the administrative management of human resources

  • In compliance with the institutional framework of the Office, and supervising the HR agent:
    • Ensure the proper maintenance of HR files for cooperators, employees and interns, including verification of criminal records
    • Register and monitor group insurance for head office staff
    • Write and validate internship, cooperant and employee contracts.
    • Write notices and amendments within the time limits set by contracts and labor standards
    • Monitor leave and sick/recovery days for employed and intern staff
    • Management of recruitment software & leave management: HealthBoxHR.

Canadian and international payroll management

  • Manage the NETHRIS platform for head office payroll: create employee profiles, prepare payroll, issue reports and participate in the annual closing (issuance of tax slips, etc.);
  • Prepare international payroll according to the practices and tools in place;

Listening spaces and advice

  • Organize staff meetings in all offices, including headquarters and country offices;
  • Write and transmit reports to HR;
  • Take active steps to create relationships of trust and listening spaces so that employees can express themselves freely;

Ad-hocs

  • Organize and participate in induction sessions for all new employees, interns and volunteers;
  • Master and promote, support and train, on all employment policies in force;
  • In compliance with the complaints reporting and management policy, act as an observer member of the committee;
  • At the request of HR, participate in work related to well-being at work, internal communication, course management and any other open project;

Team management

  • Ensure staff management under his supervision: development and monitoring of the work plan, evaluation of workload, assessment of contribution, performance support, planning and monitoring of leave/recovery days, validation of timesheets (… )
  • In collaboration with HR management, and in the event of conflicts within the team, play a mediating role towards healthy conflict resolution.
  • In collaboration with the human resources team, participate in the staff recruitment processes for your team: development of TORs, correction of written tests, participation in interviews, monitoring of the induction process
  • Compliance and monitoring of the application of institutional human resources standards and policies: employee manual, contribution appreciation policy, code of conduct and charter of values ​​of the Office, guide to administrative-fin policies and procedures (…)

Requirements

  • Hold a post-graduate university degree in human resources or in a discipline related to the function;
  • 3 to 5 years experience in human resources management;
  • Demonstrated experience in recruitment in Quebec and/or internationally;
  • Demonstrated experience in administrative management of human resources in Quebec (ie annual declarations, taxes and contributions, legal obligations, etc.);
  • Perfect command of spoken and written French and Spanish (recruitment in Spanish-speaking countries);
  • Excellent interpersonal skills, with proven knowledge of good active listening practices;
  • Solid skills in the Microsoft Office suite (particularly Excel – intermediate level)
  • Strong skills in work planning and organization;

Strengths

  • English proficiency ;
  • Experience in mediation and/or conciliation of conflicts at work;
  • Experience within an international organization;
  • Knowledge of Nethris payroll software or equivalent;
  • Member of the CRHA (Order of approved human resources advisors);
