Health and Nutrition Programme Manager-Gaza At Save the Children

The Opportunity – Health and Nutrition Programme Manager.

Post location: Gaza Field Office- Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: until November 30, 2024, possibility of extension based on funding availability.

ROLE PURPOSE:

The Health & Nutrition Programme Manager is primarily responsible to support implementation of health & Nutrition programs for the Conflict Response in Gaza. The Health and Nutrition Programme Manager is responsible for budget management for health and nutrition projects and supervise and support health and nutrition officers. He/she will directly oversee the implementation, procurement planning, monitoring and evaluation of health and nutrition activities in Gaza. He/she will support partners and health workers for ensuring high quality standards in the technicality and quality delivery of the health & nutrition programs at the IDP shelters/health facilities. He/she will facilitate/provide training/capacity building of Health and Nutrition staff, partners’ teams and health workers as required, program monitoring, supervision, report writing, ensuring that project meets stated goals and reporting requirements. He/she is expected to represent Save the Children at the health & nutrition cluster/Technical Working Group meetings at Gaza level.

SCOPE OF ROLE:

Reports to: Senior Programme Manager Gaza Field Office with dotted line reporting to Health and Nutrition Advisors.

Staff reporting to this post: Health Officers and Nutrition Coordinator.

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation and Monitoring

  • Lead the preparation, review and regular revision of the detailed implementation plan, risk mitigation plan and procurement plan, taking into account agreed milestones, log frame and budget.
  • Monitor project progress through field visits and meetings with project staff in Gaza, including communities/participants, partners, local health authorities and other key stakeholders
  • Ensure that key risks are identified at the start of the project(s) and reviewed and mitigated throughout the project cycle.
  • In collaboration with implementing partners and support the implementation, reporting and monitoring of program activities according to international and SCI standards, ensuring that programs objectives, indicators and outcomes are met in a timely manner and with quality.
  • Ensure programs utilize standardized protocols, policies and guidelines according to the national standards/standards developed by health and nutrition cluster or in the absence of such ensure that programs utilize internationally recognized standards.

Budget Management

  • Ensure the effective and donor-compliant management of the project budget through close collaboration with partner focal points and the SCI finance department.
  • Prepare and implement monthly pipeline analyses and monthly spending targets.
  • Identify potential variances of expenses versus budget and recommend appropriate adjustments at grant review meetings.

Reporting and Documentation

  • Play a leading role in the finalisation of donor narrative and financial reports, the submission of budget revisions, and other donor-required documentation.
  • Support MEAL in the writing of donor progress reports and document case studies of successes, challenges, lessons learned and other project-related feedback.
  • Provide written monthly updates to Head of Field Office on progress and challenges.
  • Contribute to the documentation and communication of learning within SCI and seek, where possible, to share that learning with key stakeholders.

Human Resource Management

  • Ensure that all direct reports have updated job descriptions, work plans, objectives, development goals and clear lines of communication and reporting.
  • Support the capacity building of staff in report writing, budget utilisation; indicator tracking; and the preparation of detailed implementation plans.

Partnerships

  • Closely work with local health authorities by sharing regular updates as needed.
  • Closely work with local partners for implementation of health and nutrition activities

Capacity building:

  • In collaboration with Nutrition and Health advisors, implement capacity-building plan for SC staff, implementing partners, and health and Nutrition service providers.
  • Facilitate/co-facilitate and/or provide training as needed. Provide on the job training for SCI/partner staff/health workers.

Coordination and Representation:

  • Closely work with other partners to avoid duplication of health and nutrition services and to establish good referral system (between sectors within SCI as well as externally)
  • Represent SCI in health and nutrition cluster meetings and TWG meetings at Gaza level.

In order to be successful, you will bring/have:

QUALIFICATIONS

  • Medical degree, Masters in or Public Health/Nutrition.

EXPERIENCE AND SKILLS

Essential

  • 5+ years of experience in health & nutrition related field.
  • Previous experience of working in role with MoH or NGO in a humanitarian emergency context
  • Awareness and knowledge of health & nutrition issues in general and their relevance to the humanitarian emergency and in conflict setting.
  • Ability to present complex information in a clear and concise manner.
  • Ability and willingness to be flexible and accommodating in difficult and sometimes insecure contexts, including flexibility to work with incoming emergency response teams.
  • Proficiency in relevant data collection and analysis.
  • Willingness to travel to field sites.
  • Proficient in speaking and written English.
