ORGANIZATIONAL UNITY

The Telecommunications Development Office (TDB) is responsible for organising and coordinating the work of the Union’s telecommunications development sector (ITU-D), which is primarily concerned with policy, ICT-based development strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and foster digital transformation at the community level, of countries and regions. In order to effectively meet the needs of ITU members, BDT is divided into four functional departments:

  •  Office of the Assistant Director and Department for the coordination of field activities
  •  Department of digital development partnerships
  •  Department of digital networks and society
  •  Department of the digital knowledge hub

The Office of the Deputy Director / Department of Coordination of Field Activities is responsible for advising and assisting the Director in the direction and management of BDT. In addition, it is responsible for managing all personnel matters, the strategic, financial and operational planning process and the reporting process. He supervises the work of the Regional Offices, guaranteeing an appropriate delegation of powers and accountability within the Regional Offices. This department coordinates the organization of BDT conferences and events, follows the application of decisions emanating from the World Telecommunication Development Conference ( CMDT ),the Consultative Group on Telecommunications Development (TDCG) or the Council and shall work closely with the other sectors of the Union and with the Secretariat-General on matters relating to BDT and the activities of the Union in general. The directors of the BDT Regional Offices report to this department.

TASKS AND RESPONSIBILITIES

Under the supervision of the Director of the ITU Regional Office for Asia-Pacific, the incumbent will perform the following tasks: 1. Effectively manages the full life cycle of regional initiatives, operational plans and technical cooperation projects entrusted to it.

  •  Directs ITU work on thematic priorities relating to digital innovation, advanced technologies, ICT infrastructure, e-governance, digital applications and / or capacity development.
  •  Manages the creation and establishment of the ITU Innovation Center in India and regularly monitors activities related to the development of innovation within it.
  •  Establishes a culture of innovation within the ITU Innovation Centre in India and provides support to the Regional Office as well as the Southeast Asia Zone Office in related activities to innovation. Builds, maintains and develops excellent relations with the host country and ITU Member States reporting to the zone office, including, as well as networks with entities likely to become members of ITU.
  •  Establishes and coordinates partnerships and joint resource mobilization efforts to encourage the engagement and participation of private and public sector stakeholders in ITU activities.
  •  Develop project proposals and obtain funding for ITU projects, to promote access, use, innovation and skills in the digital field with a view to developing and deploying telecommunications / ICT in Asia and the Pacific, in particular in South Asia, meet the needs of countries and contribute to the achievement of the Sustainable Development Goals ( ODD ).
  •  Develop project documents and implementation plans with objectives, products, fundamental performance indicators and clear deadlines; determines priority activities and the allocation of appropriate resources, taking into account the principle of results-based management.
  •  Conducts the implementation, monitoring and impact assessment of projects, initiatives and activities at the regional level, in collaboration with colleagues at headquarters and regional offices/to ensure the quality of the work and compliance with internal control procedures and rules
  •  Periodically organises capacity building and training activities for the benefit of the stakeholders.
  •  Identifies software and solutions that are better able to facilitate the input of new ideas, management and, in general, the innovation strategy as a whole.
  •  Aligns the innovation objectives with the achievements under the action plan of the WTDC.
  •  Represents ITU at meetings and conferences, as appropriate, and contributes to raising awareness of activities at regional and local levels.Representates ITU at meetings and conferences, including, according need.

2. Strengthens the role and position of ITU within the United Nations Group on Sustainable Development.

  •  Seek partnership opportunities (as well as financial support) within the United Nations system for activities in areas of particular interest to ITU Member States in the region.
  •  To the fullest extent possible, participates in and facilitates the engagement of ITU in the activities of United Nations country teams and United Nations sustainable development cooperation framework plans (UNSDCF), contributes to common country reviews and works closely with United Nations agencies in South Asia.

TASKS AND ACCOUNTABILITY (continuation)

  •  Leads the development of evidence-based data analyses on the state of ICT development in South Asia, which will serve as a starting point for common country assessments and other ITU work.
  •  Coordinates the implementation of ITU activities at the country level with resident coordinators in South Asia.
  •  Ensure that all technical cooperation activities carried out by ITU are in line with national development plans and sustainable development cooperation framework plans.
  •  Plays a leading role in taking into account the principles of gender equality and digital inclusion in projects, including, ITU initiatives and activities and implements approaches and measures adopted within the United Nations to promote gender equality.
  •  Follows the development and implementation of the United Nations cooperation framework plans for sustainable development and assesses the need for ITU to take additional measures.
  •  Contributes to the preparation of reports on the activities and achievements of ITU submitted to various United Nations bodies and committees, including the High-level Political Forum for Sustainable Development, LDC conferences and meetings of the Commission on Science and Technology for Development, and represents ITU in these forums, as appropriate.

3. Establishes working methods, collaboration and internal organization and improves those that exist.

  •  Provides support to the Regional Director for the coordination of activities between headquarters and regional offices / area offices with a view to strengthening collaboration, knowledge sharing and proper implementation of activities.
  •  Coordinate and publicize the work of all ITU Offices in the region, particularly in South Asia.
  •  Manages and assesses the work of officials and consultants of the zone office and guarantees the full implementation of the agreed results while promoting a spirit of collaboration, teamwork, professional ethics, transparency and accountability.
  •  Prudently manages the day-to-day activities of the office, including procurement, expert recruitment, financial and asset management, in strict compliance with service orders, ITU policies and regulations.
  •  Ensure that security recommendations and IT security measures from the Safety and Security Department of the United Nations Secretariat that apply to the area office are fully respected.
  •  Guide staff capacity building and encourages innovation and the use of digital tools to improve working methods and the implementation of strategic and operational plans.
  •  Contributes to ITU media campaigns, as well as the organization’s activities on social media and in the area of public relations / communication in South Asia.

4. Performs any other task in his area of competence which could be entrusted to him by his superior.

Knowledge of policy and regulatory frameworks and ICT infrastructure as well as digital innovations in the area/region. Knowledge of project management principles and methods. Experience and knowledge of the conditions in the region and good knowledge of the problems and aspirations of the countries concerned.

QUALIFICATIONS REQUIRED

Education:

Higher university degree in telecommunications, computer systems, engineering or related fields, with specialization in telecommunications or social sciences, law, international relations, development studies, public administration or business management OR training received in an established reputation higher education establishment, attested by a level diploma equivalent to a higher university degree in one of the aforementioned fields. For internal candidates, an undergraduate university title in one of the aforementioned fields, associated with fifteen years of relevant professional experience, may replace the higher university title for promotion or rotation purposes.

Experience:

At least ten years of experience in positions of increasing responsibility in the above-mentioned fields, preferably acquired in an administration / organization of the telecommunications / ICT field, in an international or regional organization or in a recognized private sector entity, including at least five years internationally. A doctorate in a related field can be considered equivalent to three years of professional experience.

Professional experience in managing a team whose members come from different cultures and in establishing a team spirit is an asset. Experience has been shown in the development and implementation of technical cooperation projects taking into account the principle of equality between men and women and in the mobilization of resources is desired.

Languages:

Knowledge of one of the six official languages of the Union ( English, Arabic, Chinese, Spanish, French, Russian ) at the advanced level and knowledge of a second official language at the intermediate level. Knowledge of a third official language would be an advantage. ( According to the provisions of Council Resolution 626, the relaxation of the conditions required for language skills may be authorized for candidates who are nationals of developing countries: when candidates from these countries have a thorough knowledge of one of the official languages of the Union, their application may be taken into account ).

RIGHTS AND BENEFITS

The total annual salary consists of’a net annual salary (net of’taxes and before deduction of contributions to the’health insurance and to the Pension Fund) in USD dollars and’a postage allowance (expenditure of life). The’ postage allowance is variable and may be modified without notice, in accordance with the rates set in the United Nations common system for salaries and benefits.
