As a major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 institutions and services in the health, medico-social and training sectors. It is also the head of 12 regional institutes for health and social training.

At’international, the CRF intervenes in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster risk management.

The French Red Cross (CRf) has been present in Mauritania since the year 2000, through health programmes (nutrition, maternal and child health), economic and social recovery and food security.

Its national strategy is based on three main axes: the strengthening of the health system, the strengthening of the resilience of populations, and the exchange of expertise with the National Host Society, the Mauritanian Red Crescent.

General Mission of the DMI :

Under the hierarchical supervision of the/head of delegation, the/head of sub-delegation supervises the coordination, planning, and, the implementation and control of interventions and projects in the Kaedi region. He/she is the/the referent.e security, and S’ ensures compliance with procedures by all CRF staff throughout the Gorgol region.

The/the sub-delegation head is the/the guarantor of the accountability of the interventions of the FIU towards the beneficiaries ; members of the CR/CR movement and donors. To this end he/she works to strengthen the capacities of the CRm and the valorization of operational achievements.

The Kaedi sub-delegation currently has a team of’ approximately 38 staffs who will be under the management of the/the sub-delegation head.fe.

MISSIONS & ACTIVITIES

Objectives

Under the authority of the/leader⋅fe of delegation based⋅e in Nouakchott, the/leader⋅fe of sub-delegation has the objectives of :

  • Represent the French Red Cross (CRF) to the authorities, beneficiaries and partners involved in the Gorgol area. It is important to note that the representation with the central level (ministries of guardianship except exceptional cases) will be made by the/the chief⋅fe of delegation or the/the lessor’s reporting and communication officer of the delegation.
  • Guarantee the coordination and monitoring of projects of the Kaedi sub-delegation, as well as the sharing of information with other humanitarian actors and field partners, specifically with members of the CR/CR Movement,
  • Ensure good communication and coordination between the various departments of the sub-delegation and with the CRF delegation in Nouakchott
  • Maintain the strategic positioning of the FIU and guarantee the quality and accountability of the actions implemented in its areas of competence, within the sub-delegation of kaédi.
  • The ⋅ fe sub-delegation head (s) is the guarantor ⋅ e of compliance with internal procedures, and in particular security, set up by the CRF at the level of the kaédi sub-delegation. The current challenge of the delegation is to develop new projects in Gorgol.

Conditions of employment

Type of status : expatriate
Type of contract : CDD under French law/precarity premium paid at the end of the contract
Salary : salary range, according to the classification of the position on the CRf grid and according to the’experience of the/of the candidate
End of year bonus’: equivalent to a 13th month at the pro-rata at the time of presence
Perdiem: daily perdiem that varies by country
Leave : 5 weeks of paid leave/year and 21 days of recovery – Ticket of’avion supported 100% by the CRf for home journey/mission for leave to 6 months
Health coverage : CFE + Mutuelle MSH (covered 100%) – 75% supported by the CRf
MedEvac Insurance/repatriation: YES
Other insurance : pension (death-invalidity)

Prerequisites

Qualifications & experiences

  • Master or equivalent in project management, international relations/international cooperation, social sciences and/or administrative and financial management
  • At least 3 years of’ experience in a similar position; very good skills in’ team management
  • Demonstrate’a great capacity for’analysis and’adaptation

Mandatory requirements for the position

  • Proven experience in management, project management (3 years minimum) essential
  • Experience in security management
  • Experience in administration, finance and logistics
  • Experience in the’humanitaire/development and abroad’ indispensable
  • Ease in communication and institutional relations
  • Ease of coordination with many other humanitarian actors
  • Autonomy, versatility, adaptability in a difficult context
  • Organizational capacity and coordination capacity
  • Writing skills and experience in project writing and’ reporting
  • Mastery of the’computer tool
  • Good knowledge of major donors and their procedures

  • Mastery of the Office pack

Skills related to the’environment of the mission :

  • Rigour, patience, diplomacy, flexibility and the ability to’ adapt
  • Experience in managing staff from different cultures
