Context:

Under the overall supervision of the Regional Director for Asia and the Pacific, direct supervision of the Chief of Mission (CoM) in Bangladesh, in coordination with the Senior Regional Resources Management Officer for Asia and the Pacific, and in collaboration with relevant Units at Headquarters (HQ) and Administrative Centres (Manila and Panama City), the successful candidate will be accountable and responsible for managing, monitoring and administering the financial, budget, treasury, human resources, procurement/logistics and IT activities in IOM Bangladesh and its Sub-Offices.

Core Functions / Responsibilities:

1. Plan, oversee and monitor the resource management functions of all activities of the Mission. Supervise/coordinate the preparation of financial reports, donor reports and budgets. Provide oversight of financial expenditures and undertake financial analysis of projects in the mission.

2. Coordinate and oversee day-to-day administrative, finance, Human Resources (HR), procurement/logistics, Information Technology (IT) and other administrative activities of IOM Bangladesh.

3. Ensure implementation of and adherence to internal controls to prevent fraud and mismanagement. Develop and implement relevant operational control systems.

4. Support and provide guidance to staff and managers in IOM Bangladesh in matters related to IOM’s administrative questions, local institutions, internal regulations and human resources issues with a view to enhance their knowledge for the smooth running of the Country Office’s (CO) operations.

5. Liaise with the Regional Office for Asia and the Pacific (ROAP), Headquarters (HQ), and Administrative Centres to obtain/forward information and coordinate activities.

6. Supervise HR, Finance, Procurement, Logistics, Common Service (COS) and IT Units in line with the Organization’s policies and procedures. Provide support and training in administration/finance/HR as well as Procurement.

7. Participate in the senior management team in the development and implementation of short and long-term management objectives and goals.

8. Liaise with Project Managers regarding funding levels of ongoing activities and estimated funds coming in through foreseen future activities.

9. Represent the Organization at relevant high-level inter-agency meetings as required.

10. Monitor, assess and evaluate the administrative and financial aspects of programme activities of IOM Bangladesh.

11. Liaise with donors in regard to new, ongoing or completed projects as required.

12. Supervise and train staff on IOM’s administrative/financial policies and procedures; evaluate regular financial reports and take action to resolve anomalies and unusual trends.

13. Provide financial reporting and monitoring training to Implementing Partners, with a specific reference on IOM financial and procurement rules, regulations and reporting requirements.

14. Supervise the procurement and logistic services, ensuring that contracts with suppliers of goods and services are in line with the Organization’s procedures, regulations and guidelines; oversee the management of the fleet of vehicles and maintenance of buildings as well as the functioning of support services in the CO.

15. Make recommendations on procedural improvements in the relevant areas of administration, finance and reporting.

16. Undertake duty travel including regular travel to the CO in Dhaka to provide administrative support on Resources Management and resolve problem/issues as requested by the CoM and/or Project Managers.

17. Provide support to the CoM, DCoMs and Project Managers in answering any queries raised regarding the correct allocation of programme funds and providing any requisite documentation including for auditing purposes.

18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Public Administration, Business Administration, Commerce or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Management experience at the international level, accompanied by background in finance, accounting and budgeting as well as experience in human resources management required;

• Field experience a plus, including in liaising with governmental and diplomatic authorities as well as international institutions.

Skills

• Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP highly desirable;

• Good knowledge of human resources management;

• Excellent level of computer literacy;

• High level of computer literacy, in particular, experience in computerized accounting systems and software;

• Knowledge of IOM/UN accounting systems, software and procedures a distinct advantage.

Languages

IOM’s official languages are English, French, and Spanish.
