Head of Project – Localization Kharkiv (National Only) At Welthungerhilfe


Objectives

Manage and implement a dedicated localization project to support identification and capacity building of strategic partners, as well as piloting a community based approach; Survivor and Community Led Response. The head of project is also responsible for management of 3 project staff.

Position can be based in Kharkiv or Poltava.

Tasks

  • Be responsible for the management and implementation of dedicated localization project with national partners, in line with project scope and donor regulations.
  • Supervise Partnership Capacity Support Officers and support them in their day-to-day work.
  • Coordinate with implementing partner(s) to support them in the implementation of projects and to ensure timely delivery of project outputs.
  • Provide overall financial management and control of the projects, producing financial forecasts and verifying budgets vs. actual on regular basis, including final verification of partner budgets and disbursement of community cash grants. This also includes ensuring dedicated capacity development for partners on financial management including policy and SOP development, technical trainings, and ongoing support of partner staff.
  • Provide logistics management of the project, ensuring that the procurement and delivery of items are done in timely and effective manner in line with the WHH regulations. This also includes ensuring dedicated capacity development for partners on logistics and procurement including policy and SOP development, technical trainings, and ongoing support of partner staff.
  • Manage Human Resources of the project in coordination with the HR Department to ensure that all the positions are filled in line with the project budgets, the staff contracts and trainings.
  • Oversee and actively coordinate engagement with local partners to ensure regular reporting, planning, and review of partner activities and processes.
  • Work with MEAL team to analyze key data linked to project outputs and quality and share output-level data with the WHH Information Management Officer to support external reporting. This also includes ensuring dedicated capacity development for partners on MEAL topics including policy and SOP development, technical trainings, and ongoing support of partner staff.
  • Ensure project reports are properly produced and submitted to relevant parties and output trackers are updated in coordination with the MEAL officers.
  • Recruit and manage external consultants to plan and facilitate technical trainings on capacity development topics jointly agreed with WHH and partners. It includes development of TORs, liaison with Logistics on service contracting of consultants, review and support of training material development, and coordination of learning events with partners and WHH staff.
  • Regularly meet with local authorities where the projects are implemented to ensure they are informed about WHH activities and if necessary required permissions are obtained.
  • Coordinate with actors in Ukraine and globally implementing Survivor- and Community-Led Response (SCLR) initiatives to exchange best practice, including technical working groups and forums.
  • Support Head of Programs and in-country Technical Advisors in the development of new proposals as required.
  • Coordinate and document lessons learned processes with strategic partners on project activities.
  • In addition to the above-mentioned capacity development activities, be responsible for coordinating with the Partnership Advisor, Project Officers and Partnership Officers on the capacity building needs.
  • In coordination with the Head of Programs and Cash Advisor, coordinate capacity building activities related to SCLR initiatives.
  • Promote safety awareness and environmental consciousness and comply with all applicable safety and environmental procedures and regulations.
  • Promote and take an active part in quality improvement processes.
  • Comply with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.Specific Qualification
