The Myanmar Country Office in Yangon, Myanmar takes overall responsibility for the implementation of the Myanmar country programme, which currently focuses on humanitarian response, resource rights, women’s empowerment, gender-based violence and peace & development. Due to the strong geographic focus of Trócaire’s work in Kachin and Northern Shan States, Trócaire has a field office in Myitkyina, Kachin state and a remote support office in Chang Mai Thailand.

The Head of Programme Quality and MEAL is a senior and strategic role for the Trócaire team. He/She will drive the development and implementation of Trócaire’s MEAL frameworks in Myanmar, ensuring programs are aligned with global standards for quality and impact. Provide strategic insights to the Head of Programmes to inform program adjustments and innovations.

We have a portfolio of partnership programmes and have strong organizational commitment to quality and MEAL. The HoPQ will also work closely with, the Programme Managers who will be focusing on humanitarian, nexus, and development programming. We currently work with over twenty national and local civil society partners.

The Head of Programme Quality and MEAL (Myanmar) role will have 2 key areas of responsible:

The first will be strategic leadership of the Monitoring, Evaluation, Accountability and Learning (MEAL) unit, including line managing the MEAL team. (which currently has 2 members).

The second key area of responsibility will be to support and line manage the in-country programme technical team with particular emphasis on women’s empowerment, GBV programme and partnership capacity strengthening development. This will include directly line managing 5 staff.

Reporting to Country Director, this is a Fixed Term contract for 1 year with possibility of extension based on funding. The role is based in Yangon, Myanmar with travel to Chang Mai Thailand and is unaccompanied.

Roles and Responsibilities

Monitoring, Evaluation, Accountability, Learning and Reporting:

  • Line manages, coach and mentor the MEAL team to ensure effective support is provided to the rest of the Trócaire programme team and partners.
  • Lead the MEAL team to develop and implement comprehensive MEAL systems, ensuring all programs achieve desired impacts and learnings are systematically captured and utilized for program refinement.
  • In close coordination with Trócaire’s MEAL team, ensure that effective monitoring and evaluation (M&E) systems are in place, including strong ongoing monitoring of activities and tracking of progress against relevant results frameworks.
  • Analysing findings and outcomes to identify lessons learned and supporting the programme and programme quality teams as well as the partners to use the learning to necessary programme adaptations Coordinate with the MEAL team, other Trócaire team members, consultants, and partner staff, on programme base lines, endlines and evaluation of project and documenting lessons learned through case studies and review workshops.
  • Collaborate with the Head of Programmes, Business Development manager, and Programme Quality and MEAL team to develop high quality narrative reports for donors.
  • Support increased accountability to communities within programmes and projects, with a particular focus on strengthening community participation and ownership at every stage of the programme cycle.
  • Work with the MEAL Manager and other team members, support the use of data, research and learning to help Trócaire and partners adjust programming approaches and share learning with others.
  • Support research initiatives across the country programme and support the programme team to create spaces for shared learning and dissemination of research both internally and externally to profile the work of Trócaire and partners.
  • Coordinate with HQ based MEAL team to ensure coherence between country office and HQ MEAL, including the use and adaptation of global policies and guidelines to reflect context.

Partnership Operational Support:

  • Oversee the capacity strengthening of partners in MEAL practices, ensuring partners are equipped with the skills and knowledge to contribute to and benefit from effective program evaluation and learning initiatives.
  • Provide support to Capacity Strengthening Coordinator to operationalise the partner portfolio management system and ensure partner diversification.
  • Develop and lead the roll out of approaches in Myanmar for accountability to partners, such as partner surveys, Feedback and Complaint mechanism response, MOUs.
  • Support the strengthening of relevant and effective linkages and ways of working between relevant staff supporting partnership.
  • Maintain an overview of the different streams of work that seek to strengthen partnership to ensure consistency and coherence.
  • Work to clearly articulate the ‘added value’ Trócaire brings to local partners in Myanmar and disseminate this organisationally and to external actors.

Programme Quality (Gender and Partnership):

  • Line manages and coach 3 gender staff (1 women’s empowerment, 2 GBV programme) to ensure that the programmes are supported to implement the country strategy as relates to gender.
  • Closely coordinate with programme and support teams to ensure coherence and shared learnings across all programming areas and a coordinated approach to partner capacity building.
  • Support the proposal development process by providing data, analysis, and evidence from MEAL activities. Contribute to donor reports by offering insights into program impact and lessons learned. to define more how the position links to proposal development
  • Coordinate with HQ based Programme team to ensure coherence, synergy, alignment and learning between Myanmar country office and HQ.
  • Line manages and coach 1 Partner Capacity Strengthening Coordinator to ensure effective support is provided to the rest of the Trócaire team and partners and to implement the Trócaire Myanmar’s Partnership Strategy

Team Management:

  • Line manage MEAL and programme quality focused professionals ensuring that the team is aligned with Trocaire’s mission and values and works together to ensure programme quality and accountability.
  • Ensure that Trócaire policies and procedures are in place and are adhered to (admin/finance, HR, procurement and logistics, security).
  • Foster a positive, collaborative and enabling work environment and encourage proactive information sharing within the office.
  • In close coordination with the Country Director, monitor the security environment and implement appropriate safety and security procedures.
  • As a member of the Country Management Team, you will be involved in strategic decision making, overseeing effective programme quality and management, managing resources and fostering a positive organisational culture.

  • Fulfil other reasonable duties and responsibilities, as requested by the Country Director.

Qualification: Master’s Level qualification in social sciences, development studies or related area

Experience:

  • At least 5 years’ experience in programme monitoring, evaluation and/or development.
  • Experienced working with partners and in facilitating trainings.
  • Experience of implementing results focused monitoring, evaluation and learning systems, and using results or logical frameworks.
  • Previous experience of quantitative/ qualitative data management and analysis.
  • Experience in participatory M&E approaches.
  • Demonstrated commitment to international development/ justice work.
  • Understanding of programme cycle management and Programme Quality theories, including M&E systems and Results Based Management and impact assessment.
  • Experience working on humanitarian and development issues and contexts, preferably in the areas of Humanitarian, Sustainable Livelihoods, Resource Rights, SGBV and Women’s Empowerment.

Skills

  • Technical skills to implement M&E in a gender-sensitive manner, including tool design, sampling, data collection, analysis, participatory rural appraisal and report writing.
  • Proposal development and writing skills.
  • Computer Skills: High level of proficiency in Excel, PowerPoint. Good knowledge of IT systems such as cloud platforms, apps, Excel, databases.
  • Facilitation, coordination and communication skills, with an ability to communicate to a variety of audiences.
  • Ability to synthesize large amounts of data into different formats (e.g., reports, short summaries, presentations).
