Gender in Emergencies Coordinator At International Organization for Migration


1. Duration of Consultancy: 15 March 2023 – 15 September 2023 (6 months)

2. Nature of the consultancy: To support strengthening of National Disaster Management Office, Department of Womens’ Affairs, and other institutions and stakeholders in Gender-Based Violence in Emergencies (GBViE) through the Vanuatu Spotlight Initiative to Eliminate Violence Against Women and Girls.

3. Project Context and Scope: The consultant will support the IOM office in Vanuatu with development of relevant guidelines, tools, protocols and training packages relevant to IOM’s work under Pillar 2 (Institutions) of the Spotlight Initiative, which aims to strengthen the capacity of the National Disaster Management Office (NDMO), Department of Womens’ Affairs (DWA), emergency practitioners and other humanitarian practitioners to integrate Gender Based Violence (GBV) interventions in emergency responses, including at the provincial and village level.

The Spotlight Initiative is a global, multi-year partnership between the United Nations (UN) and the European Union (EU), focusing on eliminating all forms of violence against women and girls (VAWG). The initiative places SDG 5 at the center of efforts (as well as SDG 16) with the aim to provide an enabling environment for the implementation of all goals. The Spotlight Initiative provides a model for partnership with donors, civil society, and all UN partners, to deliver on the Sustainable Development Goals (SDGs) in a comprehensive manner leveraging comparative expertise. The Spotlight initiative in Vanuatu focuses on Intimate Partner (physical, sexual and emotional) Violence (IPV) to address the continuum of gender-based violence in the country. The Spotlight Initiative builds on existing country specific commitments in Vanuatu to ending domestic and intimate partner violence.

The Spotlight Initiative falls under the overall leadership of the UN Resident Coordinator, in line with UN Reform. The Recipient UN Organizations (RUNOs) for the Vanuatu Country Programme are: IOM, UNICEF, UNDP, and UNFPA. The Technical Coherence Lead is UNFPA.

The consultant will work closely with the NDMO, DWA, VWC, UN Women, and the Gender in Emergencies Technical Specialist to develop a training module and/or related tools and materials targeted at area administrators, area secretaries, and other relevant local-level personnel, focused on the mitigation of GBV risks in evacuation centers, working closely with UN Women to coordinate. This will build off the content in the GBViE SOP Template for Evacuation Centres that IOM developed in Phase 1 of the Spotlight Initiative. Both virtual and in-person modalities for this training module will be considered, with the final format to be determined in consultation with stakeholders. A key component of the training module will be providing local-level personnel with the knowledge tools needed to contextualize the GBViE SOP template developed in Phase 1 to make it suited to their specific area and context.

Upon completion of the training materials, the consultant will provide capacity-building support on GBViE to key area administrators, area secretaries, and other relevant local-level personnel, using the materials developed. As part of this capacity-building, local personnel will be supported to identify gaps in referral pathways in their areas in times of evacuation and discuss the best dissemination methods for referral pathway information. In the event that there is a natural disaster during the duration of this grant which leads to the activation of evacuation centres, this capacity-building will focus on local-level personnel and evacuation centre managers in the impacted area.

6. Category A Consultants: Tasks to be performed under this contract

Budget Management:

· Regularly monitor the budget for IOM’s Spotlight Phase 2 activities, working with Canberra RMU colleagues to ensure that activities outlined below are implanted in line with the donor-approved budget and that the budget is fully expended by December 2023.

Training Materials Development (To be completed by May 2023):

· Conduct consultations with key GBViE stakeholders in Vanuatu, including (but not limited to) National Disaster Management Office (NDMO), Department of Womens’ Affairs (DWA), Vanuatu Womens Centre (VWC), UN Women, Department of Local Affairs (DLA), and members of the Displacement Evacuation Centre Management Cluster, to inform the development of a training module and/or related tools and materials targeted at area administrators, area secretaries, and other relevant local-level personnel, focused on the mitigation of GBV risks in evacuation centers. A key objective of this stakeholder consultation will be to determine whether virtual, in-person, or blended training delivery modalities will best meet the needs of target participants.

· Develop a detailed workplan for training materials development, to be approved by the IOM Chief of Mission. This workplan should include a description of training materials to be developed, as well as timeframes and budget for materials development.

· Coordinate the development of training materials, liaising closely with the IOM Gender in Emergencies Technical Specialist as well as any additional service providers needed (potentially including graphic designers, web developers, etc. depending on the training modality chosen).

· Conduct stakeholder validation of training materials, incorporating feedback received into final versions. At minimum one stakeholder validation event should be held, involving the key stakeholders who participated in the consultation process in coordination with NDMO and DWA.

GBViE Capacity-Building Support (To be completed by July 2023):

· Develop a workplan for the provision of capacity-building support on GBViE to key area administrators, area secretaries, and other relevant local-level personnel, using the materials developed, to be validated by the IOM Chief of Mission. This workplan should include timeframes, locations, and budget for trainings to be conducted, and should be developed in consultation with key stakeholders (especially NDMO and DLA).

· Conduct capacity-building sessions according to the workplan developed, coordinating closely with relevant IOM Vanuatu-based staff for logistical arrangements. A minimum of 2 capacity-building sessions should be held, reaching 25 participants in coordination with NDMO and DWA.

Monitoring, Evaluation & Learning (To be completed by August 2023):

· Compile relevant monitoring & evaluation data during project activities, including both quantitative data on beneficiaries and qualitative/anecdotal quotes and stories documenting activity impact, to inform Spotlight reporting.

· Serve as IOM Vanuatu Spotlight M&E focal point, liasing closely with relevant Spotlight Resident Coordinator Office (RCO) personnel to ensure that IOM Vanuatu Spotlight reporting inputs are submitted in a timely manner (including both regularly scheduled reports and ad-hoc requests for information from RCO).

· Coordinate closely with IOM Canberra program support and ROAP to secure IOM endorsement for reporting inputs before submission to RCO, including uploading reporting inputs to PRIMA.

Liaison and Partnership (To be completed by September2023):

· Represent IOM Vanuatu at relevant Spotlight-related meetings, including (but not limited to) Spotlight Technical Coherence Meetings, regional coordination calls, and Vanuatu-based Spotlight Civil Society Reference Group meetings.

· Serve as IOM Vanuatu’s primary liaison with Spotlight RCO personnel.

· Support NDMO to convene regular Displacement Evacuation Centre Management Cluster meetings (approximately every 6 weeks).

· Attend other Vanuatu-based or regional partnership coordination meetings related to GBViE as needed, either in-person or remotely.

IOM General Support:

· Collect photos and information during project activities for the development of social media posts to be shared through IOM and Spotlight social media channels.

· Provide surge support to additional IOM functions related to GBViE as needed (especially in the event of a natural disaster).

Tangible and measurable output of the work assignment.

· Be responsible for timely implementation of IOM’s Spotlight-funded GBViE work, including engagement and management of implementing partners, CSOs/CBOs Multi-stakeholder consultations and engagement to ensure refinement of project activities

· High quality project management, implementation, monitoring and reporting on outcomes in line with Spotlight Country Programme Document.

· Regular updates to Government partners, UN Spotlight team in country and the Resident Coordinator’s Office.

· Regular communications content (twitter feed, news articles etc).

Realistic delivery dates and details as to how the work must be delivered.

· Tasks to be performed in close coordination with IOM Chief of Mission and UN Spotlight Team according to the agreed workplan.

· Submission of monthly 2 page report.

· Submission of timesheet.

7. Performance indicators for the evaluation of results

· Performance should be assessed according to the tangible and measurable outputs of the work assignment above.

8. Education, Experience and/or skills required

Education

· University degree in Political or Social Sciences, Climate Change, Sustainable Development, Refugee and Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

· Completed High School / Secondary school education with seven years of relevant professional experience.

Experience

· Experience in liaising with governmental authorities and local communities, as well as national and regional institutions;

· Experience in project development, implementation, monitoring and evaluation and reporting;

· Experience in leading training sessions;

· Demonstrated expertise in gender and/or migration issues;

· Knowledge or experience of national issues and Vanuatu level issues an advantage;

· Excellent written and oral communication skills;

· Experience in working in a multi-partner or regional project and with UN agencies is an advantage;

· Prior experience consulting for a UN agency is an advantage.

· Languages

· Fluency in English language is required. Working knowledge of Bislama an advantage.

· Note the consultant(s) or CSO must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

· The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
