SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than twenty countries, SI teams – 2,000 people in total made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

Job environment:

Integrated within the Accountability and Partnership Development Department (RDP), whose primary mission is to ensure a high level of relationships, transparency and accountability, vis-à-vis our external partners, in the implementation implementation of our humanitarian activities, the Grants Management & Implementation Partnerships (GIP) department is specifically responsible for the following aspects:

  • Management of the implementation partnership cycle with the various IS operational partners
  • Management of the grant cycle for humanitarian projects with the organization’s various public funders

Under the hierarchical responsibility of the GIP service manager (at headquarters) and the country director (during deployments), the OSS Grants & Partnerships will have a strong link with the other services of the RDP department which are: the External Audits Service (SAE) , the Institutional Cooperation Service (SCI) and the Private Partnership Service (PPU).

Main functions of the position:

  • Responsible for developing and monitoring the mission’s financing and partnership strategy
  • Responsible, in close liaison with the Country Director, for external representation and engagement with donors and implementation partners.
  • Responsible for managing the grant cycle and validating contractual documents (project proposals, reports, amendments, partnership agreements, etc.) before their submission to headquarters
  • Responsible for managing the implementation partnership cycle and in particular the due diligence, contractualization and capitalization phases
  • Supervises according to the mission organization chart, a reporting and communications officer and/or an implementation partnerships officer
  • Responsible for respecting donor procedures and compliance with IS practices, as well as building the capacity of teams with regard to accountability tools and IS and donor procedures

Challenges of the position:

  • Ensure rapid deployment and operationality across all IS intervention missions
  • Strong ability to adapt to different deployment formats/set-ups: capacity building, gap coverage, specific support on the development of a strategy/key project proposals.
  • Ability to draw analysis and offer recommendations.

Position of the position in the organization chart (hierarchical and functional relationships):

  • At Headquarters (20%): under the hierarchical authority of the GIP Service Manager
  • In deployment (80%): under the hierarchical authority of the Country Director

In deployment, the OSS Grant & Partnerships is hierarchically responsible for all members of the Grants Management and Implementation Partnership department.

YOUR PROFILE

  • Higher Diploma in Political Science, International Relations, International Development or equivalent
  • Mastery of the operation and rules of institutional donors, procedures and submission platforms
  • Mastery of contract cycle management, project cycle and implementation partnership cycle.
  • Strong experience in reporting / project proposals with various donors and/or experience in project management funded by institutional donors
  • Humanitarian field experience required
  • Excellent writing skills (in French and English), analysis and synthesis.
  • Sufficient admin/financial knowledge to understand/reread financial reports/budgets
  • Good planning, anticipation and coordination skills to meet deadlines and respond to internal and external requests
  • Good prioritization skills. Adaptability and resistance to stress.
  • Great sense of diplomacy and experience working in an intercultural environment.
  • Team spirit, ability to unite and coordinate team members without being the manager/hierarchical supervisor

One more :

  • Previous experience within Solidarités International, knowledge of IS tools
  • Experience within the Headquarters of a Humanitarian Organization and/or similar position
  • Basic Spanish

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

  • Considerations for relocation of non-deployment working time (20%) outside the SI headquarters (home) are negotiable

  • Expatriate contract calculated on the basis of the expatriate salary scale. Gross salary from 2400 euros/month, excluding NGO experience
  • Recovery of one day per weekend spent in the field. 25 days of paid vacation.
  • Health/welfare and repatriation insurance (100% covered)
