FRANCE – Biomedical engineer – H/F At The Chain of Hope


DESCRIPTION OF L’ASSOCIATION

The’Espoir Chain is an international NGO founded in 1994. Its purpose is to strengthen health systems to give everyone, and in particular children, the same opportunities for survival and development. We operate in 28 countries through a global approach, focusing on the’child but also on mothers and disadvantaged communities :

  • Prevention and screening from an early age, especially in the context of health programs at’school.
  • Care and surgery to meet the most urgent needs of children and their mothers.
  • Training and transfer of skills to local teams through our international network of’experts in all areas of surgery.
  • Construction and equipment of hospital structures adapted to local needs.

The Infrastructure and Biomedical Department of the’Espoir Chain is in charge of the’ set of hospital projects involving the study and implementation of programs including infrastructures and medical-surgical equipment. L’ expertise in hospital engineering is essential to the development of our organization’s activities.

The Chain of Hope has been working in Ukraine since March 2022. The aim is to increase access to quality medical and surgical care for the Ukrainian population and the injured. To date, the’ Association has supported 12 hospitals in the most affected oblasts (Mykolaiv, Kharkiv, Dnipro, Cherkassy, Lviv, Kyiv), providing 28 tons of trauma kits, including, oral and injectable medicines, operating room equipment and’ biomedical equipment. With its partner Mehad (ex UOSSM-Fr), the, The Chain of Hope provided training for health providers from all over the country in the techniques of war medicine (emergency ultrasound, surgery, psycho-trauma).

Given the changing situation in the country, The Chain of Hope intends to continue its support to the hospital health system, including, in particular to ensure better access to trauma and surgical care in the most affected oblasts and newly accessible areas. The’association plans to assess the infrastructure needs (reconstruction/rehabilitation) of health facilities and provide a technical feasibility study of the structures if necessary. She will also take into account the needs on pediatric emergencies during her intervention.

POST AND MISSION

This position aims to support and strengthen the’ biomedical team composed of 2 engineers, coordinate ongoing projects in Ukraine especially and prospect on future projects.

It may be brought punctually to support biomedical teams on other’ intervention areas of The’Espoir Chain.

Under the direction of the Head of the Infrastructure & Biomedical Department, the’ biomedical engineer will support operations and contribute to the development of tools.

MAIN ACTIVITIES

Audit & evaluation of sites

  • Evaluate and define’action plans for hospital projects during technical missions of’evaluation in Ukraine
  • Carry out a study of the market and local constraints to define the available equipment and ensure on-site sustainability at the maintenance & operation level
  • Analyze international and local markets in Ukraine to identify specific companies to integrate into the’achat strategy
  • Define and understand a technical context within the framework of’a biomedical programming, and more particularly prioritize applications in coordination with the project team
  • Analyze the existing’ equipment park for potential donation, study maintenance data and propose’action and continuous improvement plans in Ukraine
  • Contribute to the quality approach: implement and update procedures and instructions specific to the biomedical field

Plan d’equipment, purchase, delivery

  • To lead consultation meetings of the medical teams to define the needs of the Ukraine project
  • Coordinate the activities of ongoing projects :’equipment plan, purchase, delivery, etc
  • Elaborate and manage the local’equipment plan by local with estimation and decomposition of prices by items
  • Develop technical specifications for future equipment
  • To ensure the’market study, the drafting of market parts, the answers to supplier questions, the’analysis of offers for equipment markets following the purchasing procedures of The’EsEspoir Chain
  • Actively participate in the selection of offers in the process of’appel d’offers of medical equipment
  • Identify and reference international companies as a reference supplier base
  • Work closely with the logistics department for the deliveries of medical equipment to the site
  • Monitor the operations carried out by maintenance suppliers or service providers
  • Financial monitoring of orders and invoicing with the accounting department

Maintenance & operation on site

Support on the following topics :

  • Management of the medical equipment stock of partner hospitals
  • Monitoring of the’ operating status of equipment of partner hospitals
  • Carrying out technical interventions in case of defective equipment
  • Monitoring, planning and implementation of preventive maintenance of equipment, equipment and systems in the biomedical field of partner hospitals
  • Update and follow-up of the’ inventory, input of internal and external maintenance interventions using a CMMS of partner hospitals

Strengthening the skills of local teams

  • Support and advise to strengthen the skills of local teams
  • Animate and strengthen the network of volunteer biomedical correspondents to support missions on partner sites
  • Search for new partners for donations and loans
  • Develop and maintain equipment supplier relationships
  • Identify possible training courses to ensure a rise in professional technical competence
  • Develop specific business training courses according to needs for partner structures, whether on site in Ukraine or remotely
  • Participate in the technological watch of international teams

Support and support Seat within the biomedical department in other areas

TRAINING & COMPETENCES

Experiences / Training

Holds a biomedical engineering diploma ( or equivalent Bac + 5 ) or in biomedical engineering. You have a successful experience of at least 5 years in biomedical engineering, particularly hospital engineering. Experience on international projects would be a plus

Skills and abilities

  • Interest in the international solidarity sector and public health issues
  • Knowledge of technical platforms ( operating room, resuscitation, continuous care, imagery, sterilization … )
  • International experience and / or volatile context
  • Meaning of autonomy, rigor, organization and management of priorities
  • Meaning of contact, listening, negotiation and teamwork
  • Interest in training and knowledge of teaching tools
  • Mastery of IT tools
  • Expected personality criteria : good capacities of’analysis and synthesis, facilities in oral and written communication, strength of proposal
  • Travel to Ukraine every 3 months or so within’ multidisciplinary teams (medical /programs /technical)
  • Spoken languages: excellent command of’anglais with technical and editorial qualities. Knowledge of Russian or Ukrainian would be a plus

CONDITIONS

  • CDD of 12 months
  • Full-time position, based at the Siege of’association in Paris, 75015 or relocated
  • Start date: 29 April 2024
  • Travel to Ukraine to be planned (about every 3 months within’multidisciplinary teams : medical /programs /technical)
  • 80% mutual support%
  • Tickets Meals from’a value of 10.83 euros supported at 60%
  • 50% transport subscription refund or sustainable mobility allowance
  • 23 Days of annual RTT
  • Proposed salary: 39k – 46k according to profile and experience
