In France and internationally in nearly 30 countries, our actions aim to facilitate access to the health system by working on 5 priority themes structuring our fights and our advocacy: emergencies and crises, sexual and reproductive health, reduction risks, migration, rights and health and environmental health.

In 2021, the association launched an emergency response in the south of Madagascar to contribute to the National Drought Response Plan, in close collaboration with the Ministry of Health. The program contributes to meeting primary health needs and preventing and combating gender-based violence. Initially, the emergency response program was implemented in Ambovombe district and Amboasary district.

As part of project financing by BHA, the CHRR in Ambovombe and CHRD in Amboasary benefited from capacity building thanks to mentoring on waste management, infection prevention and control, use of medical equipment, pharmacy stock management , sexual and reproductive health in maternity, etc. WASH rehabilitations were also carried out in the two hospitals in collaboration with existing partners.

MdM also implements capacity building for healthcare providers in supported health structures, with regular training and supervision and support for the coordination of health districts. Finally, in each of its projects, MdM strives to develop a community strategy essential to improving health-seeking behavior and ensuring access for all to the care provided in health facilities.

JOB DESCRIPTION :

Under the supervision of the general coordinator, you plan, centralize, coordinate and guarantee the financial and administrative management of the mission.

You lead a team made up of 3 employees under national law and provide technical support to operational staff on the financial management of missions.

Your main responsibilities are:

Financial management

  • Validate cash inventories
  • Oversee cash management
  • Develop the annual cash flow plan
  • Provide technical support to other departments
  • Ensure compliance with financing plans
  • Anticipate potential financial risks
  • Ensure compliance with administrative and financial procedures
  • Review and update financial procedures and tools
  • Prepare internal and external audits
  • Ensure financial control of other departments through audit

Accounting management

  • Ensure the supervision, control, consolidation and accounting archiving of the mission
  • Check and validate accounting transactions monthly
  • Check analytical allocations
  • Send the accounting closing files to the head office referents

Budget management

  • Develop, monitor and revise budgets
  • Update forecasts
  • Assist the general coordinator in fundraising
  • Participate in the writing of proposals and concept notes
  • Ensure training and monitoring of partnerships

Administrative management

  • Ensure fiscal and legal monitoring of the mission
  • Participate in the negotiation and formalization of agreements and contracts
  • Ensure the procedures for registering the mission with the authorities

Management

  • Recruit and support your team members
  • Identify training needs, train and technically support your team
  • Conduct annual evaluation interviews for your team
  • Lead team meetings

Representation

  • Participate in inter-admin meetings with other NGOs
  • Represent MdM to the authorities

Reporting

  • Participate in reflection on the evolution of the mission
  • Write the financial parts of donor reports

CONDITIONS OF EMPLOYMENT:

  • Status: Employee
  • Contract: Fixed-term contract
  • Duration: 12 months
  • Position to be filled from July 1, 2024 for 12 months
  • Gross monthly salary of €3,306
  • Position based in Antananarivo
  • Regular field trips to activity zones and other regions (South, South-East, East)
  • 13th month equivalent paid in 2 installments – from 6 months of actual work seniority
  • Expatriation bonus of 10% of gross salary per month

REQUIRED PROFILE :

  • Higher education Bac+3 in management or accounting
  • Minimum 4 years of experience (including 1 year in the field of international solidarity as an administrator)
  • Experience in capacity building and management
  • Experience in an emergency context desirable
  • Knowledge of the rules of contracts with the main lessors
  • Good organizational and priority management skills
  • Autonomy, rigor and flexibility
  • Excellent analytical and synthesis skills

  • Very good command of Word, Excel and SAGA
