Financial and compliance management officer of· projects At International Plan


Within the Compliance and Finance Division of the Administrative and Financial Directorate, the, your objective will be to ensure compliance and sound financial and budgetary management of projects in your geographical reference area, consistent with Plan International’s internal rules and donor rules.

Directly attached to the HEAD of the Compliance and Finance Division, you will perform the following tasks :

Development, review and control of financial and contractual components in the assembly and’ phase of projects in its geographical reference area :

  • Carry out the budgeting of projects in accordance with the activities, procedures of Plan International and donor rules ;
  • Prepare the administrative files of the projects according to the list communicated by the donors ;
  • Work and support country offices on budget construction
  • Build with country offices procurement plans in accordance with procedures (International Plan, donors and local law of each field office) ;
  • Guarantee the first revision of the donor agreement (institutional and private), and the various agreements with local offices and/or other members of Plan International.

Compliance management and project finance in its geographic reference area :

  • Consolidate and verify interim and final financial reports to institutional and private donors ;
  • Ensure the conformity and eligibility of expenditure in relation to the requirements of institutional and private donors by implementing the necessary control processes ;
  • Ensure the financial and administrative closure of projects and, if necessary, support ex-post audits of donors and field offices.

Strengthening of financial collaboration with the ( CO’s – Country Offices ) country offices :

  • Contribute to the financial monitoring of projects in support of the country offices (CO) of the areas of intervention and according to the procedures of Plan International and donors (institutional and private), under the supervision of the head of the division;
  • Provide technical expertise to country offices: Support and train field partners in the implementation of compliance requirements specific to French and European donors
  • Coordinate the preparation of project audits in its reference area, under the supervision of the division manager
  • Ensure follow-up on recommendations from internal and external project audits;
  • Carry out financial support and compliance missions during trips to Country Offices. (1 per quarter on average).

Strengthening the capacities of the Finance Compliance Unit and the Operations Department:

  • Set up existing financial monitoring tools and be a proposal force to adapt them if necessary ;
  • Update project management tools :
  • Archive and manage paper documents and on the server ;
  • Support the head of the pole in training the program team in compliance and finance rules on their programs and on new contractual arrangements.

The profile we are looking for

You have higher education of the Bac + 3 type in management, finance, audit international relations or development. Ideally, you have two years of experience in a similar position. Caught for international solidarity and desirable humanitarian issues.

Skills :

  • Very good control of Excel ;
  • English and French current in writing and oral ( B2 ) ;
  • Analytical and synthesis skills and writing skills;
  • Risk analysis for compliance and eligibility of expenses
  • Financial management, internal control;
  • Solid foundations in analytical accounting and management control;
  • You are voluntary, autonomous and organized and know how to demonstrate diplomacy;
  • Good team spirit.

Executive status day package – Remuneration according to profile;

Travel to countries of intervention (4 per year depending on need and health conditions);

10 days of teleworking per month, RTT days, restaurant card, 50% reimbursement on transport costs and bicycle mileage allowance.
