Terms of Reference (TOR) for Accountability Consultant:
- Overall Objective:
Humanitarian response in Syria is informed, driven, and monitored by children and communities through strengthening of accountability systems across the response.
- Tasks & Responsibilities:
- Review of Current Policies and Procedures:
- Assess Bonyan’s existing accountability policies and procedures.
- Identify gaps and provide recommendations for improvements.
- Development and Update of Accountability Policies:
- Develop and revise accountability policies and procedures based on the initial review findings.
- Ensure the mainstreaming of accountability values across all Bonyan’s policies and SOPs.
- Training Package Development:
- Design and develop training modules on the new accountability mechanisms and policies.
- Providing three training sessions for staff in Turkey and Syria.
- Data Collection Approach Enhancement:
- Develop a child-centric data collection methodology.
- Improve existing systems for data analysis and reporting.
- Review of Current Policies and Procedures:
- Collaboration & Communication:
- Support the collaboration with relevant Bonyan departments to ensure the implementation of recommendations.
- Support the engagement with key partners, like SCI, UNICEF, and AAP groups, ensuring alignment and gathering insights on updated accountability mechanisms.
- Expected Deliverables:
- A detailed report on the review of current policies and procedures.
- Updated accountability policies and procedures.
- Developed Bonyan Accountability Manual.
- Ready-to-implement training modules.
- A structured and detailed methodology for child-centric data collection, analysis, and reporting.
- Qualifications and Experience:
- 5 Years AAP experience in the Syarian context.
- Advanced English fluency.
Previous works/contracts in the AAP.
