Expert Trainer for Investigators and Prosecutors (under the MATRA- Ukraine Project) At Global Rights Compliance


Global Rights Compliance (GRC) is an international legal foundation focused on bringing perpetrators to justice for atrocity crimes. We have a presence in the Hague, London, Washington, and Ukraine.
The main goals of the MATRA-Ukraine project are to enhance the capacity of the Ukrainian stakeholders to integrate international law standards in efforts to deal with international crimes; and to improve the enabling environment to support the use of international law standards and stakeholder involvement as tools to improve the investigation, prosecution and adjudication of international crimes.

SCOPE OF WORK

GRC is looking for an expert trainer to provide training relating to the investigation and prosecution of complex international crime cases. The training will take place in Ukraine to support the Office of the Prosecutor General (OPG). The primary responsibilities of the consultant will be:

  • To design a training curriculum tailored to the Ukrainian context according to the assessed needs of the OPG and Regional Prosecutors Offices (RPOs) on topics relating to the investigation and prosecution of international crimes, including (for example) deliberate killings, deprivation of liberty and ill-treatment, attacks against property, and shelling of civilian infrastructure.
  • To deliver interactive and engaging training sessions in Ukraine to the OPG and RPOs.
  • Undertake evaluations of the training sessions and compile a short report for the Project Lead on the impact of the training and any lessons learned.

The work will be done in close collaboration with GRC’s MATRA-Ukraine Project Team Lead and legal consultants.

DURATION/TIMELINE
It is anticipated that the consultant will work 15 days within a period of 2 months beginning in November 2023, with at least 7 days in Ukraine. This is subject to change based on confirmation of needs.
ATTRIBUTES AND EXPERIENCE
We are looking for a candidate with :
● At least ten years of experience investigating and/or prosecuting international crimes at either the domestic or international level;

● Thorough knowledge of international criminal law and international humanitarian law;
● Demonstrated experience conducting successful training and capacity-building activities focused on the investigation and prosecution of international crimes;
● With an advanced degree in law and/or qualification to practice in law;
● Understanding of the Ukrainian conflict and relevant accountability issues;
● With a proactive character, suggesting solutions and approaches, anticipating problems, and foreseeing potential challenges;
● Outstanding written and verbal communication skills in English
● Able to work as part of a multicultural team working towards a common goal and respectful of differentiating working approaches;
