Duties andResponsibilities

UN Environment Programme (Energy and Climate Branch) implements the International Methane Emissions Observatory (IMEO) and Oil & Gas Methane Partnership (OGMP), an ambitious reporting initiative to facilitate methane emissions reductions from the oil and gas sector. A consultant with expertise on global oil and gas assets is needed to provide technical advice and support to the Programme Managers in charge of the OGMP and of the IMEO. The OGMP is a multi-stakeholder partnership working to improve methane emissions reporting. The updated reporting framework (OGMP 2.0) launched in November 2020, is the most ambitious and comprehensive reporting framework for methane emissions from the oil and gas sector. Member companies will report on methane emissions levels from all material sources across the entire oil and gas value chain, including both operated and non-operated assets. OGMP 2.0 is a comprehensive measurement-based methane reporting framework that standardizes rigorous and transparent emissions accounting practices. OGMP reported data will be integrated by the International Methane Emissions Observatory with other data streams (remote sensing data, scientific measurements data, national inventories) The Consultant will develop method to relate OGMP 2.0 member reported assets to asset database in Rystad subscription database and EDF Infrastructure Map to facilitate and potentially automate multiple data analysis steps including 1) assessment of upstream asset coverage (operated and non-operated), 2) assure comprehensive asset based reporting of member companies (results in current list of assets per Rystad data), 3) analyse acquisition and divestment information for OGMP 2.0 member companies, and 4) consolidate reporting from different companies for the same asset(s) (e.g., one operator reports an asset using a slightly different name than another company reports information on the same asset, but there is only one actual physical asset with an actual location), 5) ensure accuracy and consistency of reported data (e.g., operators name is updated and correct, asset type and/or facility is consistent, location is accurate, company’s participation matches, etc.) and, 6) gathering technical parameters/information of the facilities/assets to be used for benchmarking in order to allow comparing similar facilities/assets.

Qualifications/special skillsUniversity degree in engineering, economics or a relevent field to understanding oil and gas assets – At least ten years of relevant work experience with oil and gas asset data – Expertise in oil and gas asset and/or markets research. – Senior experience and fluence in oil and gas asset data and gas flow modeling, – Strong quantitative skills and experience in performing rigorous analyses, – Ability to summarize and translate technical data appropriately for a variety of audiences, – Excellent written and oral communication skills, – Experience with database and GIS software, – Strong computer proficiency, including Excel, Word, and Internet research; – Experience using or building oil and gas asset data and gas flow software – Ability to work independently and support a multi-disciplinary team, using independent judgment to plan, prioritize and organize a diverse workload in a fast-paced environment, – Ability to work with colleagues and partners of varied backgrounds and experience.
