Your Challenge

Your role as the Emergency Response Manager (ERM) DRC is to effectively coordinate the overall management of the emergency response in DRC (North Kivu and South Kivu), working closely with the Emergency Response Management Team. This involves coordinating response efforts across multiple areas and ensuring the allocation of necessary resources. The position also entails taking the lead in fundraising for the emergency response, as well as planning and coordinating the surge team. The ERM responsibilities include overseeing all emergency response funded by several donors.

Your Responsibilities

  1. Overall Emergency Response Planning and Management (30%)
  2. Emergency Response Planning
  • Responsible for maintaining, further developing, and delivering the DRC emergency response plan (ERP) in close coordination with the different in-country departments, reviewing minimum preparedness actions on a regular basis.
  • Ensure the scope, ambition and focus of the response is set and delivered in line with War Child Alliance’s Humanitarian Framework, advising the CLT on the Response Plan and priorities accordingly.
  • Ensure plans are aligned with humanitarian standards and address the specific needs of the affected population.
  • Responsible for the development, tracking, and monitoring the completion of the response actions.
  • In close collaboration with the HoP, ensure that the response has clear impact goals and targets, and make program, partnership and funding allocation, after consultation with relevant internal & external stakeholders.
  • Develop the operational and programmatic contingency plans that respond to different emergency scenarios identified in the ERP.
  • Act as the focal point for internal stakeholders on coordination of emergency response and coordination of information with internal stakeholders.
  • Manage reporting and information management procedures and regular coordination meetings.

1.2 Representation & Coordination (10%)

  • Ensure strong communication and coordination with all emergency response members.
  • Focal point for external communications for the Emergency response, e.g. liaising between members’ communications teams in relation to the project communications activities; establishing and implementing with members a joint field-level project communications plan, including the development of communication tools to be used for creating visibility on the response and the situation at field level, e.g., infographics and human interest and success stories.
  • In coordination with HOP, ensure War Child presence, participation, and contribution into all Humanitarian Coordination Spaces that are relevant for the Response and War Strategic positioning agenda.
  • In line with War Child’s standards, ensure emergency communication plans at the global level are implemented, and stakeholders are well informed on War Child’s DRC emergency activities.
  1. Management of the DRC Emergency Response Grants (30%)

Support the different project coordinators and Area Coordinators to

  • Develop comprehensive implementation plans that guide all staff and partners involved in the response and ensure timely completion of core activities, making use of the appropriate War Child tools and templates. Oversee partner-led implementation to ensure that objectives are achieved on time and on budget. Ensure challenges are identified in time and receive formal and informal updates from members.
  • Contribute to forecasting and budgeting processes; closely monitor and track expenditure and course-correct where necessary to ensure adherence to project budgets and spending plans in coordination with the Finance & Administration department.
  • Promote collaboration at the field level to maximize impact for beneficiaries, including the promotion of harmonization and complementarity amongst members, stimulating efficient use and sharing of resources, capacity, and expertise (Collaborative Impact)
  • Oversight of all administrative, financial, and budgetary aspects of relevant grant agreements in line with donor rules and regulations.
  1. Fundraising (30%)
  • Lead, where appropriate, the development of donor relationships and proposals; this is in coordination with all JR members, and with the DRA Fundraising Taskforce (NL level)
  • Take a lead role in fundraising efforts for the DRC emergency response with the fundraising teams at the global level.
  • Lead the writing for the emergency proposals.
  • Identify and engage with potential emergency donors and partners to secure additional emergency funding.

These duties provide a framework for the role and should not be regarded as a definitive list. Other reasonable duties may be required consistent with the grade of the post.

Your Profile

  • Bachelor’s degree in social sciences or a related field.
  • At least 5 years of hands-on experience in managing humanitarian responses on the ground or At least 5 years of experience developing and coordinating humanitarian response programs.
  • Experience in managing multiple, preferably projects focusing on child protection / psychosocial support/education.
  • Experience in DRC is a plus.
  • Previous experience dealing with institutional donors such as UNICEF, DFID, BHA, European Union, and other institutional donors.
  • Ability to understand and manage the information needs and expectations of multiple internal & external stakeholders and provide information management, reporting, and decision making in changeable emergencies.
  • Pragmatic with a flexible approach and an ability to get things done while demonstrating empathy, effectiveness and creativity.

  • Demonstrated experience in working with multiple partners.
  • Demonstrated experience of managing budgets.
  • Knowledge and experience with monitoring systems.
  • Fluent in English and French in written, spoken and reading capacity.
  • Demonstrated project management skills (including budget monitoring);
  • Ability and flexibility including flexibility to travel in the region.
  • Attention to detail with strong follow-up.
  • Team-oriented, with the ability to work efficiently independently.
  • Proficient in Microsoft Office – word processing, spreadsheets, etc
