The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.

Job Description

  • We are looking for an Emergency and Rapid Response Coordinator (for our Maiduguri North Area Office).
  • The Emergency and Rapid Response Coordinator reports to the Project Development Manager (Maiduguri).
  • We are looking for people who are passionate about helping refugees and people forced to flee to join our dynamic Team in Maiduguri in a fast pace humanitarian intervention situation
  • S/he will contribute, develop, coordinate, implement, manage and delegate the Emergency Rapid Response project portfolio in Borno and support Adamawa State.
  • To be successful in this role you will need excellent relationship-building skills, capable of establishing strong relationships with stakeholders at all levels, and planning and coordinating of emergency relief response services in the humanitarian sector.
  • An ideal candidate should be solution driven while supporting IDPs with new initiatives in service delivery with the ability to prioritise humanitarian needs and response.
  • If you are a highly organised individual with a strong ability in emergency response program development, design and implementation, community engagement and comfortable with working in a remote environment and have previous experience in humanitarian response at the coordinator and managerial level, we would love to hear from you

Responsibilities

  • Ensure project data collection and management and work closely with M&E to update relevant NRC tools (GORS, Internal Database, achievement and progress of project log frames)
  • Line management of emergency staff
  • Contribute to the design of technical implementation of beneficiary household level assessments and registration
  • Contribute to donor reports
  • Ensure that the team monitor displacement trends and new coming displaced person arrivals, prepare weekly reports
  • Assist  Project Officer in the designing  and supervising distributions of aid
  • Support Emergency Response Officers and Assistants based in field locations, including daily management, and technical guidelines as required
  • Regular visits to the area and sites of implementation for quality checks of the ongoing and completed works, make corrections and provide relevant recommendations
  • Compile other reports relative to the emergency response/RRM
  • In collaboration with the shelter PDM and AM, play a key role in recruiting Emergency staff
  • In coordination with the Emergency Manager, represent NRC in coordination meetings with local authorities and NGOs when requiring
  • Regular visits to the area and sites of implementation for quality checks of the ongoing and completed works, make the correction and provide relevant recommendations.
  • Record and document good practices, and lessons learned and establish a database in coordination with M&E to capture program performance.

Qualifications

  • University Degree or Higher National Diploma in Social Work or any other relevant field
  • Experience in conducting field-level data collection
  • Understanding the latest developments and familiarity with current issues, trends and priorities in North East Nigeria
  • Experience and knowledge of carrying out assessments
  • Analytical, negotiation, communication and advocacy skills
  • Experience in participating in distributions of humanitarian materials
  • Fluent English, Hausa and Kanuri speaker
  • Familiarity with international minimum standards of service delivery (i.e., SPHERE) is an advantage.

Additional Information:

  • Duty Station: Maiduguri, Nigeria – Duration of contract: 4 months renewable.
  • Grade 7 in NRC’s grading structure – Reporting line: Project Development Manager.
