General description:

We are looking for an Education Officer for Zulia and Falcón; to manage projects in this sector. This position supports implementation, mainly through strategic partners, and is responsible for ensuring the quality of the program in all partners, the adequate execution and activities against the logical framework, the work plan, budget monitoring and the implementation plan. expenses and monitoring the achievement of the goals presented by the partners. He is part of the organization’s education team and his role is key in the relationship with local authorities of the Centers for Educational Quality in the areas of intervention, providing strategies to link the projects to the plans and programs of the Ministry of Popular Power to Education or educational directorates of the governorates.

Responsibilities:

  • Under the supervision of the Education Manager, leads the implementation of projects in the field with partners, ensuring the quality of the program and the use of the organization’s procedures and tools; directing the articulation and coordination processes with public organizations and bodies.
  • Under the supervision of the Manager, provides advice and technical support to partners, both basic and more advanced according to the needs of each partner to strengthen capacities that are aligned with the standards, guidelines and methodologies, manuals and instruments designed. from our organization.
  • Supports the manager in the construction of strategies for the relationship and coordination with the educational quality development centers (CDCE) at the municipal and state level of the implementation sites.
  • Supports partners in updating service mapping.
  • Maintains effective working relationships with support areas such as HR, MEAL; operations, finance, security and with relevant stakeholders, and other implementing partners.
  • Receives, reviews and monitors monthly databases (goals and indicators), referral processes and feedback mechanisms in conjunction with the Education and M&E Manager and reports any concerns.
  • Conduct consultations with the target population of the projects for the design and adaptation of the contents.
  • Supports the contextualization and adaptation of education methodologies that could become applicable to the regional context.
  • Contribute to the operationalization of the Education program in Venezuela.
  • Coordinate with personnel from other areas or programs (e.g. Health and protection) to guarantee attention to the needs of the context and partners.
  • Ensures efficient, documented review of monthly reports on compliance with goals achieved, as well as other regular reports.
  • Update implementation monitoring tools, such as: project work plans, program work plan, programmatic quality tools, mapping of services to partner programmatic activities and use them to provide close, continuous, respectful, solid and documented follow-up to education projects.
  • Under the supervision of the education manager, timely plans and monitors purchases of programmatic activities.
  • Manage all administrative procedures proactively on the organizational platform (Integra)

Relationship with partners:

  • Identify the support needs of partners, provide them with technical support according to their needs, considering the guidelines of the PEERS manual for working with partners.
  • Train partners in topics and methodological processes, according to the needs evidenced in the accompaniment to the territory and the current support plan.
  • Lead the design and development of spaces that facilitate play and learning experiences, and information sessions, generating a communication bridge between the partners of the spaces and the organization.
  • Support the development of inputs for the technical committees and methodology for monitoring the PCM project cycle when required, verifying that the information corresponds to the review period.
  • Manage the organization’s relationships with partner organizations in the field, ensuring timely and relevant responses to emerging situations, as well as early warnings to implementation challenges in the field.
  • Applies quality tools in territorial support, systematizes and presents the results to the manager and partners to generate agreements and optimize the quality of the program.
  • Support the monitoring of agreements and commitments with partners, ensuring effective, clear, responsible communication between the organization and its partners on the ground; both at the programmatic level and at the level of support areas.
  • Manage activities and coordinate actions with partners and IRC team in field offices remotely.
  • Ensure that partner work schedules are reported timely and at least monthly.
  • Efficiently complies with the education Standard Operating Procedure (SOP) and generates contributions based on experience to enrich it.
  • Participates in the design of research plans that include general and specific objectives, thematic lines and research questions; in accordance with the requirements of qualitative indicators and specific requests of the Education program and/or donors.
  • Supports partners in the organization of monthly technical committees, focused on addressing support or support needs.

Monitoring, Evaluation and Learning

  • Support monitoring and tracking activities to improve customer (beneficiary) experience and evaluate project results
  • Conduct monitoring visits to evaluate progress and identify implementation issues, provide solutions as necessary.
  • Ensure that the feedback and complaint management mechanism is effective, managing priority actions with partners regarding the results of these tools
  • Ensure the functionality of the client referral or referral process.
  • Support the conduct of qualitative and quantitative research and evaluations of the programs, ensuring quality, and that yield strong conclusions and help maintain a focus focused on people, impact and sustainability.
  • Review regular monitoring data collection tools and generate contributions that allow obtaining the data required for the reports.
  • Provide technical assistance to partners for the application of data collection tools in the territory and generate guidelines that allow the process to be improved.

Coordination and Representation

  • Participate in education work and coordination groups such as education technical panels to position the organization and disseminate program successes, analyze implementation challenges, and share best practices.
  • Participate in liaison, coordination and information exchange activities with national NGOs, international organizations, donors and governments.
  • Manage agreements with local authorities of the Centers for Educational Quality of the intervention municipalities in accordance with programmatic needs and interests.

Others

  • Consistently and proactively monitor/evaluate security and field equipment; Promptly report concerns or incidents to immediate supervisor, liaising with community leaders and other external groups as necessary to maintain/improve the safety environment of programs.
  • Other duties, as assigned by the supervisor, to enable and develop the education program.
  • Generate significant contributions to the formulation of proposals to donors, providing quality inputs
  • Manage compliance with the partner support plan.
  • Ensure compliance with the Safeguarding policy, child protection policy.

Job Requirements:

Education:

  • Professional in education, desirable master’s degree in education.

Preferred Experience and Skills:

  • Two years of experience with non-governmental organizations in the implementation of education projects, preferably with a focus on displaced or crisis-affected populations.
  • Demonstrable knowledge in early childhood, childhood and adolescence development and methodologies.
  • Knowledge of the Venezuelan educational system and its curricular design, including teacher professional development.
  • Understanding of key child protection principles.
  • Demonstrate understanding in working with children and adolescents and particularly with vulnerable children.
  • Previous experience in training youth, adolescents and adults.
  • Strong negotiation skills to manage agreements with peers, partners and authorities.
  • Strong oral and written communication skills, effective in representing and liaising with external parties
  • Orientation to the ultimate result.
  • Ability to multitask, meet deadlines, and prioritize deliverables under pressure.
  • Knowledge and understanding of the Venezuelan context in terms of education and its national reality (care routes).
  • Self-management and ability to work with interested parties.
  • Strong command of MS Word, Excel, Power Point.
  • Leadership skills, for managing groups of adults, excellent communication skills and the ability to relate assertively with caregivers.
  • Fluency in Spanish required. Fluent command of English is desirable.
