(CEERC)] Project in the Republic of Congo, funded by’USAID and implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), accepts expressions of interest from candidates for the position of Director of Operations – Deputy Project Manager. The position will be based in Brazzaville.

Job description:

Tetra Tech is implementing the project to Promote Small and Medium Enterprises for the’ Improvement of Social Welfare in order to Reduce the Overexploitation of Wild Animals and the Destruction of Forests in the Republic from Congo, abbreviated in English (CEERC), funded by the’United States Agency for International Development (l’USAID). The project has a duration of five (5) years, with operations starting on July 1, 2021. The objective of the CEERC is to promote the development of small and medium-sized Community enterprises that generate income and at the same time protect wild animals and forests, to create and implement policy and regulatory frameworks conducive to the development of these’enterprise models. It is organized into 3 intermediate results :I ) Sustainable and sustainable businesses and business models that protect wild animals and forests are developed ; II ) A regulatory framework conducive to businesses attentive to the protection of wild animals and forests is put in place ; III ) The communities create and benefit from companies attentive to the protection of wild animals and forests.

Reporting to the Project Manager (COP), the Director of Operations – Deputy Project Manager (DCOP), and, has primary responsibility for ensuring the timely provision and delivery of all necessary project support in finance, administration, compliance and grants, and, procurement and subcontracting for the execution of the CEERC project. He is responsible for the daily supervision and management of operations personnel, including, the management and implementation of the operations of the project, under the supervision of the COP. In addition, the DCOP-Ops will oversee the finance and contract team and work closely with the’ team at Tetra Tech headquarters.

Responsibilities :

* Advise the COP on all matters relating to the administration and financial management of the project ;

* Supervise and supervise operations staff (Accountant, human resources specialist, purchasing and grants assistant, administration specialist, driver) by guaranteeing the quality of, the performance and loyalty of staff in order to’ achieve the general objectives of the project ;

* Ensure compliance of CEERC project operations with the policies and directives of USAID, the Government of the Republic of Congo and the headquarters of Tetra Tech ;

* Monitor the execution and updating of the CEERC project staff manual and administer and manage staff according to its provisions ;

* Administer and manage the efficient use and maintenance of project resources, including vehicles, equipment and computer and office furniture, and, and any other material goods purchased or assigned to the project ;

* Lead all aspects of the project financial accounting system, including cash flow management, monitoring of operating budget expenditures, and, preparation and reconciliation of monthly financial reports ;

* Monitor procedures for the procurement of goods and services and the award of grants in accordance with all relevant USG and Tetra Tech policies and procedures ;

* Work with technical staff to ensure in a timely manner the operational support necessary for the’ execution of activities ;

* Contribute to the preparation of work plans, budgets and supply plans; and

* Monitor national news to identify challenges and contribute to strategies to deal with potential challenges.

Qualifications :

* At least ten ( 10 ) years of experience in the operational, financial and administrative management of programs in an African context ( ideally in the context of Central Africa ). Experience with USAID or other development programs is an asset ;

* At a minimum, holder of a university master’s degree ideally in a management field and with additional training and certification in a management field ;

* Skills in logistics and management systems in the context of Central Africa ;

* Knowledge and mastery of standard accounting management systems as well as supply and financial systems ;

* Excellent spoken and written French ; and

* Only citizens of Congo can apply for this position.
