CONTEXT :

The Maghreb Regional Programme includes Tunisia and Morocco.

It has an annual budget of about 3.5 million euros, divided between different projects implemented in the two countries that concern various themes such as mental health, rehabilitation, etc, the reduction of armed violence, inclusive education, socio-economic integration of’s, the management of disability, etc. This programme implements development cooperation projects, including, d’ humanitarian aid and the reduction of armed violence aimed at improving the living conditions of persons with disabilities and persons belonging to other vulnerable groups, in particular women, and, children and migrant people.

The position is based in Tunis, with travel to other countries (if travel conditions allow).

YOUR MISSION :

Job issues in 2024:

  • Active prospective research for co-financing on the various projects in progress (IDMEJ projects (inclusive governance – Tunisia), DEFIS (social inclusion – Tunisia), Dialogue (inclusive governance – Morocco)..).
  • Active research and support of mission teams to ensure the long-term development of the two missions Morocco and Tunisia in the priority intervention sectors ;
  • Training of teams (support and operational) on the processes of’writing project up to signature of financing contracts and management of partnerships
  • Continuation of the increase in skills of the Grants and Programme officer and the programme communication officer
  • Definition and implementation of’a regional communication strategy
  • Support of communication teams and agencies in communication and visibility around projects The mission of the Specialist

The programme development specialist will have as main objectives :

Objective 1 : To ensure the deployment, planning and updating of the Fundraising strategy in order to strengthen the strategic positioning of the regional programme.

Objective 2 : In collaboration with the program director and head of mission, manage the relationship donors and strategic partners in terms of prospecting new opportunities.

Objective 3 : Coordinate the identification of opportunities, the development of project proposals and the negotiation and signature of financing and partnership contracts.

Objective 4 : Ensure the capacity building of teams on the project writing process, partnership management and donor rules.

Objective 5 : Manager the Grants and Program Officer in coordinating the process of developing project proposals until the signing of financing contracts and partnerships and monitoring donor contracts, in particular donor reporting.

Objective 6: Manage the Program Communication Officer to develop a regional communication strategy, internal communication and external visibility tools for donors and / or potential partners and/or general public in compliance with donor and HI rules.

YOUR PROFILE :

  • You hold a Master in the field of development and humanitarian aid ;
  • You have 5 years of experience in the development of humanitarian projects and the prospecting of donors ;
  • You are able to negotiate and represent the organization internally and externally, and master the techniques of mobilization and management of partnerships ;
  • You have excellent interpersonal, writing and coordination skills ;
  • You show pragmatism and adaptability as well as resistance to stress
  • You master French and English, both orally and in writing ;

SPECIFICITIES / POSTAL PARTICULARITIES :

No special security constraints in Tunis. Living conditions in Tunisia are excellent and close to European standards. Travel is easy and many leisure activities are available (sport, outings, festivals, cultural visits etc..).

  • International contract of 36 months from ideally 20/03/2024

  • Salary : from 2757 € gross/month according to professional experience
  • Perdiem : 502.95 € net/month – paid in local currency on the ground

  • Child allowance of 100 € paid from 2 dependent children
