Subject: Development of an annual budgeted roadmap for the implementation of the action plan of the national strategy for migration

Background

Located on the Strait of Bab – Mandeb at the entrance to the Red Sea and serving as a gateway to the Suez Canal, the Republic of Djibouti is a country of transit and destination for many migrants from neighboring countries. Lack of employment opportunities, economic pressure and the negative effects of climate change can all have an impact on people’s perception of their future prospects in a given community or country, causing them to consider leaving their country of origin.

According to the ( DTM ) Travel Monitoring Matrix of the International Organization for Migration ( IOM ), in July 2023, 21,573 migratory movements were observed in Djibouti, with a daily average of 719 migratory movements. Of these 21,573 movements, 4,621 ( 21% ) were observed in the Obock region, where migrants cross the Gulf of Aden towards the Arabian Peninsula. Between January and July 2023, the DTM recorded 74,083 arrivals from Ethiopia, an increase of 52% compared to the previous year, and 3,757 returns from Yemen. In July alone, the DTM recorded 11,393 and 805 arrivals from Ethiopia and Yemen respectively. A significant number of migrants transiting,traveling or returning from the Arabian Peninsula remain blocked in Djibouti, mainly due to the lack of resources to continue their migratory journey – they find themselves blocked in informal sites along the eastern route, where they have little or no access to essential services, and are exposed to protection risks. In July, 812 migrants were stranded at seven informal sites in Dikhil, Tadjourah, Obock and Ali-Sabieh.

In recent years, the Djiboutian government has embarked on a process of strengthening its migration governance framework. In 2021, the first National Migration Strategy was developed and validated by the government. In 2022, a five-year action plan was officially created and launched on December 04, 2022. The national strategy for migration and its action plan constitute the main frame of reference and a key intervention tool for actions to achieve the objectives aimed at promoting management worthy of questions migratory. The government of Djibouti has also set up a National Coordination Office for Migration ( BNM ) whose main role is to coordinate all migration issues in the country.

The International Organization for Migration ( IOM ) in the Republic of Djibouti supports the government’s efforts to strengthen the governance of migration. In accordance with government priorities, IOM Djibouti within the framework of its mandate, continues to strengthen the capacities of the government of the Republic of Djibouti to facilitate orderly and regular safe migration while respecting human dignity. To this end and within the framework of joint planning with the BCNM, IOM is launching a consultancy for the development of an annual budgeted roadmap for the implementation of the action plan for the migration strategy, in coordination with the main stakeholders.

The main objective of this consultation is to create a financial management tool which facilitates the successful implementation of the migration strategy while ensuring the efficient use of resources, effective stakeholder coordination and proactive risk management. The budgeted roadmap will serve as a reference throughout the year to monitor actual spending against forecasts. It will also make it possible to assess performance and measure the progress made in the implementation of the migration strategy.

Consultancy will involve close coordination with key stakeholders to ensure that the needs and requirements of all stakeholders are taken into account in the budgeted roadmap.

This activity is part of phase III of the BMM ( program to improve migration management ). A regional, multiannual and multi-partner project, co-financed by the EU Emergency Trust Fund for Africa ( EUTF ) and the German Federal Ministry for Economic Cooperation and Development ( BMZ ). It is implemented by the British Council, Civipol, the Deutsche Gesellschaft für Internationale Zusammenarbeit ( GIZ ) GmbH, the United Nations Office on Drugs and Crime ( UNODC ) and the International Organization for Migration ( IOM ). During this 3rd phase, the BMM program covers Djibouti, Ethiopia, Kenya, Somalia, South Sudan and Uganda under the three components of the BMM program. These components are as follows: ( i ) migration governance,( ii ) cooperation in the area of migrant smuggling and smuggling, ( iii ) protection.

Objectives and expected results :

The main objective of this consultation is to draw up an annual budgeted roadmap for the implementation of the action plan of the migration strategy.

at. Provide a clear and detailed budgeted implementation plan for the national migration strategy action plan, describing the activities, chronograms, responsible parties and expected results.

b. Align the implementation plan with budgetary considerations, ensuring that resources are allocated effectively and efficiently.

vs. Engage key stakeholders, including government agencies, civil society organizations, international partners in the process of developing the roadmap to strengthen ownership and collaboration.

d. Identify the challenges and risks in the implementation process and propose mitigation strategies.

Description of tasks :

The consultant will be responsible for the following tasks :

at. Revise the action plan of the migration strategy, taking into account its strategic objectives.

b. Organize consultations with key stakeholders to gather information and comments on the development of the roadmap.

vs. Develop a budgeted and detailed annual implementation plan including activities, timetables, responsible parties and performance indicators.

d. Align the implementation plan with a budgetary framework, ensuring that financial resources are allocated appropriately.

e. Identify the challenges and risks in the implementation process and propose mitigation strategies.

f. Produce a comprehensive report including the roadmap, budget and recommendations for the successful implementation of the action plan of the national strategy for migration.

g. Preparation and organization of the workshop to present the roadmap for the implementation of the action plan to government representatives, civil society and other stakeholders.

at. Partner consultation reports

b. A final annual budgeted roadmap incorporating comments from key stakeholders.

vs. A full report detailing the roadmap, budget and recommendations.

d. Organize a workshop to present the roadmap for the implementation of the action plan to government representatives, civil society and other stakeholders.

7. Assessment criteria :

Proposals from interested consultants will be assessed on the basis of the following criteria :

at. Minimum 5 years of relevant experience in migration-related projects and strategic planning.

b. Demonstrated expertise in budgeting and financial planning.

vs. Ability to effectively engage with a wide range of stakeholders.

d. Quality and clarity of the proposed methodology.

e. The cost-effectiveness of the proposal.
