ABOUT THE PROJECT
In the Philippines, access to and availability of safe water and sanitation varies across the regions as well as within the regions themselves. Water supply systems in some of the big cities face water shortages and overall poor water quality during the dry season. While remote and geographically isolated areas lack even more resources and investment to increase access to water and sanitation services.
According to UNICEF, access is highly inequitable across the country, with regional basic water services access ranging from 62%-100%. Access to safe water supply is already at 84.17% but only 58.55% of households have access to safely managed drinking water services according to the Field Health Services Information System in 2021 as published by the Department of Health. Out of its population of 109 million people, 57 million people (52% of the population) lack access to a reliable, safely managed source of water, and 43 million people (39%) lack access to safely managed household sanitation facilities.
In many areas in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) region, water is mainly sourced from unprotected hand pumps, deep wells, springs and even surface water such as rivers. Water facilities in flood prone areas usually become contaminated by flood water, limiting access to potable water. Open defecation and the use of unimproved sanitation facilities persists among the population and access hygiene items are beyond households’ income, especially those who depend on daily wages.
The project will take advantage of the Philippine Science High School’s (PSHS) “Design and Research Challenge” to develop water and sanitation designs integrating climate change information. Engaging high school students in developing cost-effective and sustainable water and sanitation designs will not only contribute to prepare for and mitigate the challenges faced in WASH sector but will increase awareness on climate change related issues among the high school students and find local solutions that can be scaled-up in other regions or globally.
The project is managed by ACTION AGAINST HUNGER in collaboration with the Philippine Science High School. One of the project deliverables focuses on the demonstration of effectiveness of design solutions on water and sanitation.
The Consultant will be involved in the following activities of the first output:
- Participate in the selection of communities in BARMM where the winning designs will be built, and field tested.
- Product development/ improvement of the design solutions
- Provide inputs on the training contents on the construction, operation, and maintenance of the design solutions
- Participate in the monitoring of the design solutions
SCOPE OF WORK
The Consultant will work closely with the WASH Coordinator and Head of Project of Action Against Hunger.
The areas concerned with this consultant service agreement are in Makati City (ACTION AGAINST HUNGER head office), and provinces of the BARMM namely: Maguindanao, Lanao del Sur, and Tawi‑Tawi.
There are 2 categories of original designs, a rainwater harvester with filtration and a prefabricated household toilet system, with three (3) design winners from each category. Six (6) households and two (2) communities will benefit from the project. The chosen design will depend on the results of the selection of communities considering the location, demographics, and environmental parameters.
Under specific activities, the scope and deliverables of the consultancy services are as follows:
- Provide support to ACTION AGAINST HUNGER, as necessary, in field testing the winning designs in selected communities in BARMM.
- Participate in visiting the communities for maximum of 5 days together with AAH and PSHSS
- Provide recommendation report and/or inputs in selecting the communities where the designs will be implemented, to be submitted 5 working days after the visit.
- Attend a collaboration/review meeting with ACTION AGAINST HUNGER and PSHS to finalize the selection process.
- Product development of the design solutions
- Provide a design improvement report that will incorporate a recommended design based on the gathered data in selection of communities. The design improvement report shall include a comprehensive comparison of original vs improved, complete new engineering drawings, bill of quantities, and list of specifications. The design should be as close as possible to prototypes made by students and the improvement should not completely change the methodology and process used by the students, to prevent bias.
- In case needed, the consultant may visit the selected communities once again to verify needed data for the design improvement report, with pending approval from ACTION AGAINST HUNGER.
- Collaborate with ACTION AGAINST HUNGER and PSHS for queries regarding the original prototype designs.
- Training on the construction, operation, and maintenance of the design solutions
- Provide technical and design-related inputs on the construction, operations, and maintenance manual of the designs.
- Join ACTION AGAINST HUNGER as a co-resource speaker in conducting the two- day training for construction, operations, and maintenance for the local tradesmen in the selected communities.
- Attend a collaboration meeting with ACTION AGAINST HUNGER before the training event.
- Monitoring of the design solutions
- Join ACTION AGAINST HUNGER in one scheduled visit for 2 days to the area during implementation to check the progress and result and provide a post-visit report after.
- Answer queries of ACTION AGAINST HUNGER related to design and maintenance during implementation.
- Address and/or accommodate in a timely manner ACTION AGAINST HUNGER’s comments, suggestions, and or revisions on required reports and/or documents made during the validity of the consulting contract.
DELIVERABLES/OUTPUTS
The Consultant will provide and submit the following deliverables subject to the review of the Head of Project and WASH Coordinator:
Scope 1: Facilitation of selection of communities in BARMM where the winning designs will be built, and field tested. (20%)
- Validate assessment and prioritize needs of the targeted communities.
Prepare and submit the field report reflecting the proposed outline needs, at most 5 working days after the assessment.
Scope 2
Product development of the design solutions (30%)
- Submit a design improvement report that will incorporate a recommended design based on the gathered data in selection of communities. The design improvement report shall include a comprehensive comparison of original vs improved, complete new engineering drawings, bill of quantities, and list of specifications. It should be submitted at most 10 working days after the meeting for finalization of selection of communities.
- Submit and present the final report after a review with Action Against Hunger, at most 3 working days after the review.
Scope 3
Training on the construction, operation, and maintenance of the design solutions (20%)
- Submit the construction, operations, and maintenance manual of the designs, 7 working days after ACTION AGAINST HUNGER received the final design improvement report.
- Join ACTION AGAINST HUNGER as a co-resource speaker in conducting the two-day training for construction, operations, and maintenance for the local tradesmen in the selected communities.
Scope 4
Monitoring and Improvement of the design solutions (30%)
- Join ACTION AGAINST HUNGER in one scheduled visit for 2 days to the area during implementation to check progress and result.
- Submit a report on the visit which should highlight recommendations, at most 5 working days after the visit.
- Answer queries of ACTION AGAINST HUNGER related to design and maintenance during implementation.
TIMELINE OF ENGAGEMENT: total engagement of the Consultant will be 3-4 months.
OBLIGATION OF ACTION AGAINST HUNGER
- Relevant documents, primer, code of conduct, PSEA, security in the field relevant program documents.
- Consultant will be integrated as part of the project implementation team.
- Logistic support for field visit/activities including administrative support such as supplies, accommodation (in Mindanao only), and travel expenses (roundtrip flights from NAIA to Mindanao airport and air/land travel in Mindanao area for max of 2 representatives only). However, this should be supported with receipts (e.g., ticket, hotel folio, etc.) and duly approved by the Finance and Administration Department.
- Management of consultant outputs and compliance with the TOR.
- Payment of the consultant upon successful completion, submission and approval of agreed documents based on agreed payment scheme.
- Personal protective equipment.
KEY COMPETENCY OF CONSULTANT
Preferably Engineering/ Architectural has the following key competencies:
- With good knowledge and 5 to 10 experiences in design and implementation of water and sanitation engineering projects especially in construction and maintenance.
- Well organized and able to deliver outputs in a timely manner.
