Starting position : July 1, 2024

Conditions: Permanent contract, €2,971 gross monthly, restaurant and mutual vouchers covered at 60%, 35 hours effective, 2 days of teleworking possible per week

Created in 1994, TGH, a French international solidarity association based in Lyon, develops and implements emergency, rehabilitation and development programs in the areas of water, hygiene and sanitation, food security and rural development, socio-educational and psychosocial. TGH currently works in 10 countries in Africa, Europe and Asia.

Later

The deputy geographic manager supports all operations and the development of our activities in several countries (Ukraine, CAR). The position involves frequent stays in these countries of intervention.

He/she works under the direct supervision of the Geographic Manager (desk manager), in direct contact with the missions, and in close collaboration with the entire Headquarters team (operational management, other desks, technical center, finance departments, human resources, logistical support, and communication support).

He/she may be required to supervise a desk intern, in conjunction with the Geographic Manager.

Program quality control and reporting

  • Supervision of the start-up and implementation of projects in accordance with contractual commitments to donors, and in conjunction with teams in the field (mainly program coordination) and the technical center
  • Participation in the definition of mission operational strategies
  • Identification of difficulties concerning the implementation of programs, alert of the geographical manager and any other relevant department, and support of operational teams in resolving these difficulties
  • Monitoring and anticipation of deadlines, participation in the drafting and quality control of donor reporting, in conjunction with the missions, technical referents and the financial department
  • Preparation of program dashboards: overall progress of activities, progress in relation to results, budgetary consumption, cross-functional aspects, etc., by consolidating information and data coming from the different services and, where applicable, from the field
  • Contribution to strengthening the skills of programs in terms of project cycle management and MEAL (in connection with the technical center), donor rules (in connection with the financial department) and, where applicable, transversal themes or other themes deemed relevant
  • Regular visits to area programs (approximately 20 to 25% of the time)
  • Crisis management support
  • Participation in headquarters coordination meetings

Support for the development of new projects

  • Analysis of development (and financing) opportunities for operations based on the mission strategy
  • Monitoring the implementation of TGH strategy in programs
  • Coordination of project development (activities and budgets) with the field, the technical center and the financial department
  • Participation in the writing and quality control of project proposals
  • Monitoring calls for proposals from institutional donors and seeking funds
  • Support for searching for information on specific themes

Participation in the management of relations with donors, local and international partners

  • Representation of the association to donors, local authorities and partners during field visits or at the request of the Geographic Manager
  • Participation in specific meetings

Participation in the recruitment and support of expatriate staff in conjunction with the human resources department

  • Participation in the configuration of field teams and the planning of HR needs for missions
  • Participation in recruitment interviews and decision-making on the positioning of candidates in conjunction with the HR team
  • Participation in departure briefings and end-of-mission debriefings for expatriates

Information management

  • Participation in maintaining and updating the desk archiving system
  • Updating, centralizing and disseminating procedures (internal and donors), guidelines and mission tools

Profile

  • General university course. Specialization in international solidarity-humanitarian action essential
  • Project management experience in an NGO of at least 3 years, including at least 1 year in the field in an operational coordination position
  • NGO headquarters experience will be an asset
  • Professional experience in the countries where TGH operates appreciated
  • Mastery of the project cycle, strong operational and conceptual legitimacy
  • Good knowledge of the procedural framework of the main donors in particular European Commission, United Nations, Ministry of Europe and Foreign Affairs of the French Government and French Development Agency, French State, as well as humanitarian coordination and financing mechanisms on the ground
  • International mobility
  • Flexibility and availability for field departures at short notice
  • Rigor, organization, listening, good interpersonal skills, particularly in remote exchanges for team work
  • Anticipation, planification, organisation
  • Very good teamwork skills, comfortable and flexible in interpersonal relationships, professional empathy
  • Excellent writing skills in French and English
  • Very good oral communication and negotiation skills in French and English
  • Good command of the MS Office pack
