Data Systems Specialist At DAI Global


Project Background:

The Bangladesh Systems Strengthening for One Health (SSOH) aims to enhance Bangladesh’s global health security (GHS) capacity to operate a high functioning and equitable One Health (OH) disease detection system that prevents, detects, and responds to new and emerging infectious and endemic zoonotic disease, while ensuring good One Health governance and reducing risks of irreversible antimicrobial resistance (AMR). Through evidence-informed and integrated systems approach, SSOH will strengthen Bangladesh’s One Health Systems and enhance the country’s capacity to prevent, detect, respond to, and recover from infectious disease threats. The activity aims therefore aims to achieve results under the following development objectives:

  1. Strengthen Systems for Better One Health Governance across the Government of Bangladesh (GOB)
  2. Strengthen One Health Disease Detection Systems for effective prevention, detection and response.
  3. Reduce Threats of Antimicrobial Resistance (AMR) across OH sectors.

Role’s Purpose:

The Data Systems Specialist (DSS) will be based in Dhaka, Bangladesh and will report directly to the Animal Health Team Lead. The DSS will oversee the development of new databases, monitor database performance, and interpret raw data and turn it into usable feedback and application. S/he will directly manage project data analysis, verify, and extract data, and create or implement a digital conversion program in adherence to DAI policies and procedures and USAID rules and regulations.

Key duties and Responsibilities:

  • Provide the required support to the engaged government entities in developing and maintaining database design documentation and operating manuals
  • Develop and report on scenario forecasting, as requested by COP and/or COR;
  • Perform data analysis and produce reports in various formats including graphs, charts, etc.
  • Work with COP to review and analyze budget estimates for allowability, allocability, reasonableness, and consistency.
  • Map, develop, and refine a series of operational project processes (e.g., financial reporting, administrative, recruitment, etc.) and the necessary systems (e.g., Teams, TAMIS, SharePoint, others) to efficiently guide project implementation
  • Develop comprehensive work manuals and guides for all employees and sectors under their supervision
  • Ensure processes are scalable, or work to address baseline scalability, as project needs evolve over time
  • Establish project administrative policies in accordance with USAID rules and regulations, DAI policy and Bangladesh law
  • Supervises the ICT Officer.
  • Solve complex technical, managerial, or operation problems and evaluate options based on relevant information**,** considerable knowledge, and varied experiences

Qualifications:

  • B.A. Degree in relevant field such as finance, environmental sciences, public administration, engineering, economics, or another relevant field. An advanced degree or its equivalent is preferred.
  • Minimum 9 years of relevant experience, including demonstrated experience leading and managing the data analysis of projects. Prior experience on USAID or other international donor programs is preferred funded
  • Prior work experience in Bangladesh
  • Ability to work and quickly adapt in a complex and volatile environment
  • Excellent oral and written skills in English required.

  • Demonstrated experience leading diverse teams in a fast-paced environment
  • Ability to multi-task and prioritize tasks. Excellent organizational and leadership skills
  • Speaks knowledgably concerning the macroeconomic, political, social, and cultural environment of project
  • Strong oral and written communication skills.

Reporting

The Data Systems Specialist will report to the Animal Health Team Lead and supervises the ICT Officer.
