Dorcas started to operate in Albania at the end of 1991, and now there are two main project regions: Kukes in the North and Korca in the South-East of Albania. We focus there on helping and empowering marginalised people, such as unemployed youth, neglected elderly and people from Roma communities. The two main programme concepts focus on Social Empowerment and Protection and on Inclusive Entrepreneurship. Through these programs, Dorcas Albania impacts many. The country office aims to become a leading organisation in the development of Community Safety Nets (community-based support networks) for elderly.

Country Director Albania

Employment: 1.0 FTE (40 hours per week)

Duration: 1 year with the intention of a fixed contract extension

The position

As our new country director you are responsible for developing and implementing the Dorcas strategy in Albania. To ensure the strategy is implemented successfully, you will lead the country office and further develop Dorcas’ operations. Within the framework of an agreed country annual plan, you will deliver high-quality programs and will successfully pursue fundraising opportunities. Also, you will maintain relationships with strategic stakeholders and will ensure sound financial management. Together with your team and with support from our International Office you are responsible for the long term and overall success of our programs in Albania. As country director you will also focus on team management & development and quality control & evaluation. You report to the COO at our International Office in the Netherlands.

The Country Director will be responsible for:

  • Strategic goals setting and budgeting
  • Leading the Dorcas Country Office and its staff
  • Identification of new projects with high impact
  • Project Implementation and monitoring
  • Partner Organisations identification, assessments and Capacity Building
  • Local fundraising and institutional fundraising
  • Representing the organization
  • Communicating with and reporting to the IO

Your profile

This is an exceptional opportunity for an ambitious, entrepreneurial and high energy professional with significant experience in program management in humanitarian aid or international development, to be part of a dynamic country organization. Specific requirements include:

  • Master’s degree in International Development, Humanitarian Action or other relevant field;
  • Minimum of five years relevant working experience in (senior) program management in international development;
  • Demonstrated experience in representing a non-profit organization and building personal and professional networks at a senior level;
  • Leadership: lead, give direction, inspire, motivate, coach, develop team (capacity building)
  • Coaching & training skills;
  • Experience with program, financial and operational management processes;
  • Experience with community-based development approaches;
  • Strong communication and negotiation skills, both verbally and written in Albanian and English;
  • Entrepreneurial mindset, ability to see business opportunities and act on it;
  • Personal qualities of integrity, credibility, interpersonal and cross cultural sensitivity;
  • Possessing a valid driving licence.

What we offer:

Dorcas offers the opportunity to become part of a growing International NGO with a dedicated team of professionals. Dorcas offers a suitable pay and benefits package that is justifiable to our donors.

  • For this position a salary is applicable, starting from 176.143 lek to 342.801 lek.
  • Dorcas also offers a laptop and mobile phone.
  • Furthermore, you may use the Country Office car for private use up to 7500 km per year.
  • In addition, you will be offered an initial 12 month contract with the possibility of an indefinite extension.
