Duties andResponsibilities

THE ORGANIZATIONAL SETTING The consultant reports to C/FIN and does not directly supervise any staff. The consultant is a member of the Cloud ERP implementation team, with a direct reporting line to the Chief of Finance and works closely with the ERP team members. The Cost Recovery Policy draft document will form the basis for the work and is expected to be approved in late 2023. MAJOR DUTIES AND RESPONSIBILITIES Function 1 (incl. Expected Results) Prepare Administrative Instructions and procedures for implementation of the ICAO cost recovery policy. Tasks would include but not be limited to:

  •  Modify the draft policy based on guidance/decisions that could arise when the policy is presented to the Council
  •  Review existing administrative instructions and determine changes that are necessary to make them in-line/compliant with the new cost-recovery policy
  •  Prepare and conduct meetings with the various stakeholders of ICAO that have a direct and indirect impact from the cost-recovery policy and derived administrative instructions, including at Headquarters and Regional offices as may be needed
  •  Based on the above activities and inputs, prepare draft Administrative Instruction(s) and procedures for the implementation of the new ICAO cost recovery policy to be circulated for comments/feedback
  •  Finalize the Administrative Instruction(s) and procedures incorporating the received comments/feedback as appropriate Deliverable: a final version of Administrative Instruction(s) and procedures for the implementation of the ICAO cost recovery policy Function 2 (incl. Expected Results) Define system requirements to implement a cost accounting system for cost recovery. Tasks will include, but are not limited to:
  •  Perform a gap analysis on ERP solution(s), modifying procedures as required to ‘fit’, and develop system requirements for implementation of the procedures
  •  Develop a work plan for implementation
  •  Liaise with the ERP implementation team and other stakeholders as appropriate to ensure the requirements are well captured and understood
  •  Adjust/modify the draft requirements based on comments/inputs from other stakeholders as appropriate Deliverable: final system requirements for the new ICAO ERP to implement a cost accounting approach for cost recovery. Function 3 (incl. Expected Results) Develop standard costs and fee schedule for charging purposes. Tasks will include, but are not limited to:
  •  Update the ICAO cost model and determine the standard cost rates and charges and provide input into the 2026-2028 triennium budget exercise based on the new cost recovery policy and updated cost driver data
  •  Conduct meetings with stakeholders to discuss/review/refine the proposed standard cost charging approach and cost drivers
  •  Liaise with ERP implementation team to coordinate and determine parameters for the ERP required to implement the new costing methodology
  •  Finalize the standard cost rates and charges and input into the ERP Deliverable: standard costs and fee schedule for cost recovery, based on the new cost recovery policy, administrative instruction(s) and procedures uploaded into ERP Function 4 (incl. Expected results) Lead the implementation of the cost accounting functionality in the ERP system, tasks include but are not limited to:
  •  Develop test scripts and perform system tests, load data, perform pilot of implementation, roll-out full implementation.
  •  Conduct meetings with stakeholders to collect test results as appropriate.
  •  Participate and/or conduct workshops for those performing the testing and implementation tasks as required Deliverable: system functionality for ERP ready for go-live Function 5 (incl. Expected results) Develop user training material for procedures and tools supporting the cost accounting system and conduct workshops as required Deliverable: online training materials available to all staff and users trained. Function 6 (incl. Expected results) Performs other related duties, as assigned.

Qualifications/special skillsEducation: Essential

  •  A first-level university degree (e.g. Bachelor’s degree) in Accounting, Finance, Business Administration or related field, with courses in cost accounting.
  •  A professional accounting designation (e.g. CA, CPA, CGA, CMA, or equivalent). Desirable
  •  Certificate in cost accounting. .
  •  Certificate or accreditation in project management (e.g. PRINCE2, PMP) is highly desirable Professional experience: Essential
  •  A minimum of ten (10) years of progressively responsible professional experience in finance operations management, accounting, budget, or related area is required.
  •  Experience in determining product costs and prices using cost accounting methodology is required.
  •  Experience in drafting procedures, and documenting process flows is required.
  •  Exposure in implementing ERPs, conducting gap analyses, and defining system requirements is required.
  •  Experience with process reviews, systems implementation activities, documentation and financial internal controls is required
  •  Experience in managing finance and systems project, in particular planning, coordinating and managing the work of a large number of participants working on a joint initiative is required.
  •  Expert-level experience with Microsoft Excel is required Desirable
  •  Experience with UN system financial regulations, rules and practices is desirable.
  •  Experience as Project Manager and/or Team Leader in similar projects/undertakings is desirable.

LanguagesEssential Excellent reading, writing and speaking abilities in English. Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Additional InformationIt should be noted that this consultancy is to be filled for an initial period of twelve (12) months with a possibility of an extension. Please note that the monthly rate for Band C varies from 7,562 to CAD 10,910.
