The position is assigned to the Sri Lanka Resident Mission (SLRM) within the South Asia Department. SARD is responsible for providing leadership innovation, lending, project implementation and knowledge sharing for ADB’s sector and thematic work that covers operations in Bangladesh, Bhutan, India, Nepal, and Sri Lanka. SLRM is responsible for coordinating all ADB’s country operations in Sri Lanka.

Job Purpose

The Senior Operations Assistant provides high quality, timely and accurate operational, statistical, and analytical support services for various activities relating to the SLRM portfolio management unit, and project processing and administration. The incumbent will report to the designated international staff (IS) and senior national staff (NS).

Responsibilities

  •  Supports preparation of necessary loans/technical assistance (TAs) documents and processing of these documents in accordance with ADB quality and procedures. Assists in the implementation of TAs and grants.
  •  Assists in holding workshops, preparing letters and ensuring delivery to the participants, and preparing certificates/documents and arranged logistics for the participants. Assists in the administration of TAs and/or projects for the selection process of consultants, processing of claims, contract variations, internal memos, event organization, and preparation of TA and project completion reports.
  •  For administration of TAs and/or projects, processes the recruitment in consultant management system and project administration actions in procurement review system, monitoring TA-funded consultants’ contracts, processing of claims, processing of contract variations, and preparation of TA completion reports and managing project data in mainframe for assigned projects under the guidance of designated International Staff.
  •  For project processing, regularly updates the project information in eOperations and related data monitoring reports, ensuring that the target dates are timely met for approval up to effectiveness of the project and online actions are completed as scheduled.
  •  Collates, extracts, and analyzes complex or specialized data or information from a variety of sources in order to produce reports, charts, schedules and summaries and ensures that ADB procedures are followed.
  •  Provides operational support to portfolio management unit.
  •  Assists in preparing briefing papers for senior management, presentation materials for senior officials’ meetings including fixing/organizing seminars, workshops, press conferences etc.
  •  Prepares mission approval request (MARs) and travel itinerary for both domestic and international travels.
  •  Responsible for development and maintenance of document files and databases.
  •  Monitors incoming and outgoing documents, reports, emails for action or reassignment (in the absence of responsible Administrative Staff).
  •  Mentors and supports other Operations Assistants in loan and TA processing ensuring documentation quality and procedural requirements are up to highest standards as per the Bank-wide and department checklists and guidelines.
  •  Performs other duties as may be assigned and reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements

  •  Bachelor’s degree in engineering discipline or other relevant disciplines.
  •  At least 5 years of relevant professional experience
  •  Advanced computer skills with sound knowledge of word processing, spreadsheets, and graphics software commonly used in multilateral organizations
  •  Ability to quickly understand the role and function of the division/office/department and a good general understanding of the organization’s purpose
  •  Ability to quickly grasp procedures, formats, and standards relevant to the performance of work.
  •  Ability to work collaboratively with teams as a constructive team member.
  •  Excellent written and verbal communication skills in English

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
