General objective of the position

In collaboration with the head of mission, define and coordinate the implementation of the mission protection strategy and programme.

Direct and provide technical advice to protection personnel, including, ensuring that the various components of the protection programme are implemented in accordance with internal guidelines and international standards and principles, to ensure quality and effectively achieve mission objectives, in line with INTERSOS vision and values.

Main responsibilities and tasks

Responsible for’a correct management of accounting and’administration of financing

  • Ensure compliance with’INTERSOS financial procedures and donors
  • Support (if necessary) programme staff, in particular project managers, in the preparation and preparation of financial planning for projects
  • Validate each month the financial planning of the projects on the basis of which will also be made the plans of’sprovisioning of the projects (cash and bank)
  • Develop with the head of mission the economic and financial plan (Cost structure) and provide the monthly update, highlighting possible deviations, errors and problems that may occur; share the document with the Cost Recovery and the Regional Finance Coordinator for verification at headquarters level
  • Organize and implement sound accounting of mission and projects, and coordinate administrative staff (admins/Fins/Caisse) of all bases and projects as technical supervisor of the same
  • In collaboration with the Head of Mission, assume responsibility for the’administration of cash accounts, ensuring compliance with existing procedures; shortages or thefts must be reported, including, yet the joint signature of the two, the Country Financial Manager and the Head of Mission
  • Update the economic and financial situation of the mission and the projects related to the mission, in terms of expenditure, appropriations, debts, commitments, cash and cash available
  • Responsible for the preparation and updating of the PN to be submitted to the Head of Mission and Regional Finance for approval each month
  • Prepare the interim and final financial reports of the projects in collaboration with the project managers and submit them to the Project Manager and Head of Mission for Audit and the Regional Coordinator of the projects Finance for’technical approval
  • Ensure the completeness of the documents, processes of’sprocurement of goods and works and compliance with Intersos procedures and donors before authorizing the payment of the same
  • Provide support to the Head of Mission for the development of new projects
  • Fill out and share with the person in charge of the « Cost Recovery » the forms to allow the’ recording of each budget and/or budget revision in the NPW software
  • Ensure proper budgetary treatment, check compliance and consistency of expenditure items, as well as in accordance with current procedures
  • In collaboration with the Head of Mission, he/she assesses the new administrative requirements against the estimated activities
  • Be responsible for the financial-administrative documents of the mission and all finished project documentation
  • Download each month the PN, cash/bank reconciliation, statement in Drive and financial reports of projects in IMP
  • Set up, organize and manage administrative files concerning the mission and projects in the country, and, on the basis of criteria defined by the Protocols and indications from the regional financial coordinator
  • Verify that accounting records and related documents are stored and deposited in the store
  • Provide the Regional Financial Manager with the official documentation on the individual projects and contracts
  • Submit to the Head of Mission, Regional Financial Manager and the Financial Director the accounting report, project reports and supporting documents (if requested)

Required profile

Education

  • Bachelor’s degree in a relevant field (social sciences, psychology, social work, human rights, international humanitarian law or other fields related to social development and humanitarian work).
  • Desirable Master (MA or LLM) in human rights, international humanitarian law or a related field

Professional Experience

  • At least 8 years of experience in NGOs in developing countries, including at least 5 years in technical protection functions.
  • Experience in implementing key protection interventions related to case management, PSS and community protection

Professional requirements

  • Essential computer knowledge (Word, Excel and Internet).
  • Strong theoretical, technical and practical knowledge of protection.

Languages

  • Mastery of French is mandatory ;
  • English is a huge asset
  • Italian or any other language could be assets.
