Tdh :

Fondation Terre des hommes (Tdh), headquartered in Lausanne and headquartered in Zurich, is the largest Swiss organisation for the protection of the rights of the’enfant. In 2022, we supported 2.6 million children and members of their communities around the world, focusing our efforts on maternal and child health, children and young people in migration situations and’access to justice. We trained people who in turn supported 4.5 million more children and members of their communities.

Context :

The Terre des hommes Foundation (Tdh) has been present in the Islamic Republic of Mauritania since 1984 and enjoys a great recognition and credibility among institutional and associative partners. Tdh develops its projects around the strengthening of the protection system, through its programs Access to Justice and Migration and the’ expertise Transversal Protection. The actions implemented in Mauritania by Tdh are :

  • Structures : through technical and qualitative support at the level of institutional and community protection actors, through knowledge of the system, and, the development of adapted training on the basis of Standardized Operational Procedures (POS).
  • Directly : via the’ support to beneficiaries (protective accompaniment of the’enfant and professional reinsertions) and to the Community Organizations of Bases (training, accompaniment, technical support). A privileged partnership with the’Association of Women Chefs de Famille (AFCF), makes it possible to accompany children in need of protection individually. A new partnership with the’ Mauritanian Association of Human Rights (AMDH) supports human rights actors (training and networking).

Main responsibilities :

  • Under the supervision of the Regional Coordinator Access to Justice and the Head of Delegation, he/she is responsible for the definition of, implementation and monitoring of the A2J programme strategy in Mauritania. He/she will ensure development and contextualized piloting of the A2J program. He/she has a major responsibility in the strategic directions, steering and results of the program.
  • Under the supervision of the Africa Portfolio and the Regional Access to Justice Coordinator, he/she is in charge of the direct implementation of the ProdHec Multi-Country Project (Mauritania, Mali, Mali, Burkina Faso) at the regional level, coordinating the work of the project managers of the three countries so that the objectives are achieved within the deadlines set with the lessor. He/she is responsible for producing the annual reports and providing the necessary information to the lessor and partners.
  • He/she is responsible for the management and supervision of the’ Access to Justice team and compliance with Tdh HR Policies. The’A2J Program team comprises four collaborators under its hierarchical supervision. The number of team members under the responsibility of the A2J Coordinator is likely to vary.
  • He/she guarantees a high-quality implementation of A2 projects, in compliance with deadlines and in line with the quality standards and standards of the A2J regional programme and within the framework of Tdh’s global quality and accountability standards.
  • He/she leads the search for funds in his field (identification and formulation of new projects in the field of’A2J) ensuring the involvement of partners in all stages.
  • He/she advances and coordinates the dialogue and networking with the key actors of the country. He/she ensures dynamic partnerships at the strategic and operational levels (institutional partners, civil society, academia).
  • He/she is responsible for capacity building in his field, ensuring that Tdh A2J teams and our partners master the Program Change Theory and its flagship approaches. He/she will also be in charge of contributing to the development of guidance adapted to the’operationalization of these approaches.
  • He/she also contributes to the production and consolidation of expertise on’A2J in Mauritania. He/she collaborates with the’ A2J regional team and the’ team members of the Regional Hub to ensure that projects are aligned with other’s intervention sectors and that’s present innovative solutions to identified issues on the ground.

Profile :

Education :

University degree in law, criminal sciences or political sciences.

A master relevant to the position will be an added value.

Experience & Skills:

  • At least 5 years of experience in a program management or similar position, ideally in Africa or MENA.
  • Proven experience in coordination, including at the international level.
  • Proven experience in the themes related to justice and the protection of the CHILD’.
  • Proven experience in the field of institutional support and representation, including before government authorities.
  • Strong experience in the development of strategies as well as local partnerships
  • Relevant previous experience and excellent human resources management and leadership skills
  • Proven knowledge of access to justice for children in particular and child protection in general (including gender mainstreaming standards at a minimum in the sector).

Languages:

  • Excellent language skills in French.
  • Mastery of English or’spanish is an added value.

IT :

Proficiency in the Microsoft Office package

Conditions :

  • Expatriate contract under Swiss law,
  • Gross monthly salary from 4600 to 5000.-based on experience x13 (+ AVS deduction for Swiss candidate).
