CONTRACTING OF PROFESSIONAL SERVICES FOR JUNIOR INVESTIGATOR

one.BACKGROUND

The Pan American Foundation for Development in Ecuador (PADF, for its acronym in English) within the framework of the DRAFT CAPACITIES OF THE ECUADORIAN JUDICIAL SECTOR TO COMBAT THE TRANSNATIONAL CRIMINATION AND THE NARCOTRAFIC seeks the contracting of professional services of a/a junior researcher for the Ecuadorian Observatory of Organized Crime-OECS.

2. OBJECTIVE OF THE CONTRACTING

Have professional services for technical assistance in OECS research activities.

3. ACTIVITIES TO EXECUTE

• Locate, compile, classify information and generate base reports on the context of organized crime in Ecuador.
• Accompany in the gathering of information and systematization of the workshops generated by the OECS.
• Prepare databases of judicial records that contain the information required by the contractor and that serve as the basis for the generation of statistics for the products generated by the OECS.
• Monitor and monitor OECS social networks, in accordance with the contractor’s guidelines.

4. PEOPLE’S PROFILE TO AGAINST

• Professional in university studies, desirable in International Relations, Political Science, Economics, Law or Sociology.
• Skills or previous experience in the generation of technical reports, database management.
• Proactivity in the development of the proposed activities.
• Desirable: verifiable experience as a researcher in related topics and in the mapping of actors related to organized crime

5. CONTRACTING DEAD

The hiring will be from May 2024 to June 2024.

6. PAYMENT BUDGET AND WAY

The total amount of the contract is $ 1,400.00 (includes taxes of law), which will be canceled as follows:

Payment will be made upon presentation of the approved monthly report and the respective invoice, to the satisfaction of PADF.

8. INTELLECTUAL PROPERTY

The professional is prohibited from any type of publication, disclosure or commercialization of the products subject to this contract, as it will be understood that it will become the property of PADF-OECO, in the same way, the disclosure of confidential information that comes to your attention as part of the execution of your activities is prohibited.

9. ABOUT PADF

Founded as a subsidiary and arm of the private sector of the Organization of American States (OAS), PADF carries out high impact projects to benefit the most vulnerable populations in Latin America. The Foundation’s activities range from partnering with national and local governments to implement socio-economic development programs, to advancing reforms in the criminal justice sector. Throughout its more than 50 years of existence, PADF has effectively implemented the programs of the United States Government and other donor programs in countries undergoing significant social transitions; many of these programs have supported the construction or reconstruction of social ties and democratic institutions, creating capacity for the promotion, programming and reform of policies,all of which improves democratic governance and fosters peace and security.

10. TERMS AND CONDITIONS

Outcome of Agreement
These TdRs do not oblige PADF to execute a contract, nor does it commit PADF to pay any cost incurred in preparing or presenting the proposals. Furthermore, PADF reserves the right to reject any and all offers, if such action is considered in the best interest of PADF. PADF, in its sole discretion, will select the winning proposal and is not required to share the results of the individual evaluation.

Confidentiality
All property information provided by the applicant will be treated as confidential and will not be shared with potential or actual applicants during the bidding process. This includes, but is not limited to, price quotes, cost proposals, and technical proposals. PADF may, but is not required to, publish the agreements on its public website after the bidding process has concluded, and the contract has been agreed. The results of the PADF evaluation are confidential and the applicants’ score will not be shared among them.

Protection of personal data
The data derived from the execution of the contract object of this reference term will be used exclusively for its execution and taking into account the provisions of the “ LEY regulations PERSONAL DATA PROTECTION ORGANIC ”, ratified on May 21, 2021.
