Job Description

Purpose of consultancy:

To produce two products: 1.1 To review materials and write the content of ‘an infographic e-booklet’ on the National Transfer Accounts. The target audiences are policy makers and decision makers including technical people who prepare the NTA analysis. The booklet will cover the following subjects: i. What is NTA – introduction of the concepts on the intergenerational economy and a life-cycle approach on ageing ii. NTA initiatives in the Asia-Pacific region to suggest a big picture of how countries in the region evolve NTA analysis taking into consideration different stages of demographic transition. iii. How to calculate NTA – data and calculation iv. Demographic Dividend and NTA evidence v. Usage of results: suggest a big picture on linkages between NTA and health, sexual and reproductive health, education and skills development policies, old-age financial management & employment policies to address how NTA evidence can feed in and improve the development of a holistic policy approach to the demographic dividend vi. NTA governance – good practices vii. Usage of results: Fiscal sustainability and NTA viii. NTA and other tools – a synergy of tools to generate findings for policy attention ix. UNFPA’s involvement in NTA in the Asia-Pacific region x. Brief introduction of National Time Transfer Accounts & National Inclusive Accounts xi. Key materials/references, tools, and contacts The above subjects will be written to produce an infographic booklet given in a two-pager[2] presentation per topic consisting of a brief narration and not more than 5 graphs/figures to narrate the story. 1.2 To write a transcript for production of a brief VDO on communicating NTA to policy planners, and support APRO to produce the VDO by a media consultant. The VDO length is not more than 3-4 minutes. See an example VDO below: https://thailand.un.org/en/165765-nta-national-transfer-accounts The consultant will work closely with APRO and the NTA Technical expert consultant to produce the products.

Relevancy of this consultancy to UNFPA programming: While the National Transfer Accounts is a tool to generate a macroeconomic analysis concerning population change, it has been difficult for UNFPA country offices to properly communicate the application of the NTA analysis to policy planners. This consultancy will produce simple communication materials on the application of NTA for policy attention based on existing evidence and analysis including country case studies. The final products will support the advocacy and programme design efforts on population and development by UNFPA country offices.

Scope of work:

i. Work with APRO and the NTA Technical Consultant to come up with an outline of the e-infographic booklet & the VDO content together with a proposed timeline on the production; ii. Present the detailed outline to the UNFPA NTA Reference Group in Asia-Pacific for inputs; iii. Review relevant documents and latest NTA data to develop content for the two products supported by APRO and NTA technical consultant; iv. Present preliminary draft of the e-booklet & proposed VDO story to the NTA reference group; v. Support APRO to work with the media consultant to produce the e-booklet and the VDO.

Duration and working schedule: 30 days from June to August 2023

Place where services are to be delivered: Home-based

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): ● By 15 July 2023, two products agreed upon: a) a detailed outline of the NTA e-infographic booklet; b) a storyline for the VDO production on communicating NTA to policy planners ● By 31 August 2023, submission of the final NTA advocacy booklet & a script for VDO production on ‘Communicating NTA to policy planners’ ● The product will be delivered electronically

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

For monitoring purposes, APRO Technical Specialist on Population and Development together with APRO Communication Advisor will be in routine communication with the consultant.

Supervisory arrangements: The consultant reports to Technical Specialist on Population & Development.

Expected travel: None

Inputs/services to be provided by UNFPA or implementing partner: UNFPA has produced a few publications for a better understanding of how to utilize NTA evidence for policy guidance. The consultant needs to be familiarized with these publications in order to provide technical support to UNFPA. Under APRO’s coordination, the consultant will work hand in hand with other two consultants – a consultant on NTA and Demographic Dividend ATLAS & a communication consultant to produce the NTA advocacy booklet and the NTA communication to policy planners VDO.

Qualifications and Experience:

Education:

Master’s degree in economics, Population, Social Sciences or related discipline.

Knowledge and Experience:

  •  At least 7 years of relevant professional experience in the economic dimension of population transition in the Asia-Pacific
  •  Have prior experience in constructing NTA analysis for a country.
  •  Solid experience in digesting complex evidence and data to produce user-friendly policy advocacy materials for policy planners and non-technical audiences
  •  Strong research and analysis skills, and excellent written and communication skills.
  •  Demonstrated track record in the preparation of high-quality analytical reports.
  •  Proven ability to meet deadlines, work with a minimum of supervision, and deliver quality products.
  •  Experience in and/or knowledge of the UN system and/or UNFPA, is desirable.

Languages:

English proficiency is mandatory
